自民國四十六年開辦營養午餐以來,政府提出了許多改善方案,例如:供餐流程及檢驗相關行政規範,以及設置中央廚房等,但相較於美國等先進國家以「法律」來保障學生午餐的供應制度,我國的營養午餐制度,仍有相當大的進步空間。而關於提供學生經濟實惠、安全衛生與美味可口的午餐,則為各界及學生家長所關注的。因此,本研究依據政府採購法之未達公告金額之採購相關規範,運用IDEAL (Initiating, Diagnosing, Establishing, Acting, Learning)模式輔助導入能力成熟度整合模式(Capability Maturity Model Integration, CMMI)採購類之招標與供應商協議發展流程領域,建置一套完善的午餐食材採購流程,選取符合學校需求的食材供應廠商,並有效改善午餐食材的品質,使經費得以有效運用,並與供應廠商建立公平合理的關係。
Since the school lunch program was launched in 1957, the government spent a lot of efforts to improve the program. The improvements include the efforts to improve the process of preparing the foods and the procedure of inspections, as well as the requirements of establishing the central kitchen. However, compared with the advanced countries, their school lunch program is regulated by the law, and apparently the school lunch program in Taiwan still has more room for further improvements. The parents and society hope that the government can provide economical, safe, and delicious foods in school. Therefore, based on the Government Procurement Act, this research applies IDEAL (Initiating, Diagnosing, Establishing, Acting, Learning) model to the Solicitation and Supplier Agreement Development (SSAD) process area of CMMI (Capability Maturity Model Integration) to construct a better process of lunch ingredient procurement. The objective of this research is to establish a good school lunch ingredient procurement procedure for selecting ingredient suppliers which can meet school’s needs, enhancing the efficiency of spending budget. Eventually, it can improve the quality of school lunch ingredient, and establish fair and reasonable relationships with the suppliers.
