2010年6月29日正式簽署兩岸經濟協議(ECFA)後,大陸經濟快速發展和巨大的市場規模,對台灣銀行業來講,是一個非常吸引人的市場,台灣銀行業取得比外資銀行在大陸更有利的競爭條件,有助於提升金融競爭力。台灣銀行業進入中國大陸市場後,要面臨中國大陸國家政策的變化所帶來的經營與授信風險;對於陸資來台後對台灣銀行業可能造成客戶及業務的流失,以及聯徵中心資料的外流,台灣銀行業也必需對這些問題審慎因應。本研究以蒐集大量文獻歸納分析後,整理出兩岸在ECFA簽訂後應如何擴大兩岸之金融合作以及台資銀行應如何因應ECFA下之變局,並探討ECFA對台灣銀行業會帶來甚麼影響。如兩岸銀行互設分支機構、兩岸金融機構的業務合作以及如何建立貨幣清算制度……等等,為國內銀行業者在進行相關計劃時,提供一個可供參考的策略分析架構及思考方向。
After the cross-strait Economic Cooperation Framework Agreement (ECFA) was signed between China and Taiwan on 29th of June, 2010, China’s economy rapidly developed into the scale of a huge market. To the bank industry in Taiwan, China is a very attractive market. Taiwanese banks have more advantaged competition conditions in China than foreign banks, which help improving the financial competitiveness. After Taiwanese banks enter the Chinese market, they have to face the operational and credit risks brought by changes in China’s policies. In terms of possible losses of clients and business and information outflow of Joint Credit Information Center after Chinese investors enter Taiwan, Taiwanese banks must cope with these issues with caution. After collecting and conducting induce analysis on large quantities of literature, the way cross-strait financial cooperation should be expanded after signing ECFA and the way Taiwanese banks should cope with the changes under ECFA are described. The impact of ECFA on the bank industry in Taiwan is also discussed. For example, branches should be established in both Taiwan and China, business cooperation of cross-strait financial institutes should be established and the way to establish currency clearing system should be known. The above examples are provided as references to strategic analysis and structure and development direction when banks in Taiwan are carrying out relative planning.
