船舶污染預先警示系統應用於海洋污染監測系統之開發研究

摘要


台灣為一四面環海之島嶼,故在開發利用海洋資源的同時,也必須要注意海洋資源的保護。近年來幾次的海洋污染事件皆對台灣附近的海域造成嚴重的環境破壞。本論文係針對造成總海洋污染達54%的船舶污染來源,探討目前海洋污染的監測機制,蒐集近年來台灣與世界的重大船舶污染事件,制定出與船舶污染有關的重要參數,然後利用.NET程式語言為核心,開發船舶污染危險警示系統,本系統除了分析AIS(Automatic Identification System)船舶靜態資訊外,還利用電子郵件達成警示功能與資訊紀錄功能。 本論文完成預先警示系統應用於無人飛機UAV海洋污染監測系統,希望未來除了消極的事後除污,也提供一種方法,使得未來對於海洋環境的保護更為完善。

Our country Taiwan is an island. While we develop and exploit the marine resources, more attention should be paid to the protection of these precious resources. The research aims to focus on where 54% of the total marine pollutions come from – pollution from the ships and to discuss the current surveillance mechanism of marine pollutions. This research collected and analyzed ship pollution incidents of Taiwan as well as the world in recent years decide key parameters related to the ship pollutions, and develop the ship pollution notification system based on .Net Framework. Besides the analysis of static information of AIS (Automatic Identification System), the program also functions to send warning alerts through email and record the information. The research has made the Notification System for Marine Pollution Monitoring Network. The writer hopes to provide a method, except for the passive decontamination afterwards, to improve the protection of marine environment in the future.
