國家清廉指數與國家在國際中之競爭力息息相關,更對國民之生活品質有深切的影響。欲建立廉潔之國家組織即必須從培養國民良好品格做起,而建立國民之良好品格必須從小開始,因此,小學之教育環境是否清廉無弊,國小教師對於不當、不法、不道德之弊端決策行為也就顯得格外重要。 本研究為探討內外控人格特質與學校組織氣氛對於國小教師揭發弊端行為意圖之影響,以計畫行為理論作為基礎架構,利用問卷調查統計分析結果如下: 一、國小教師之內外控人格特質與揭發弊端意圖呈顯著正相關,對保持沉默呈 顯著負相關。迴歸分析結果顯示內外控人格特質對於揭發弊端意圖有正向顯著影響,對保持沉默意圖有負向影響顯著影響。 二、國小教師主觀規範與弊端揭發意圖具顯著正向相關。 三、國小教師知覺行為控制與保持沉默意圖上呈顯著負相關,其迴歸分析亦為顯著負向影響 四、在投入型學校組織氣氛中,主觀規範受學校組織氣氛調節對保持沈默意圖具顯著影響。
The national incorruptness is not only closely related to the international competition of a country but also has a great influence on our quality of life. It’s necessary to develop good characters to establish incorrupt national organizations and that begins from one’s childhood. As a result, it’s especially important that if the education environment in an elementary school is incorrupt and how school teachers react to scandals. The purpose of this study is to explore how locus control and school organizational climate affect elementary school teachers’ whistle-blowing intention. The research applying questionnaire surveys is based on the theory of planned behavior. The analysis indicates the following results: 1.Elementary school teachers’ locus control is positively relevant with whistle-blowing intention but negatively relevant with keeping silence. The result from regression analysis shows that locus control is positively relevant to whistle-blowing intention but negatively relevant to keeping silence intention. 2.Elementary school teachers’ subjective norm is positively relevant with whistle-blowing intention. 3.The perceived behavioral control of elementary school teachers is negatively relevant with keeping silence intention and the result is the same from regression analysis. 4.The subjective form regulated by school organizational climate is positively relevant with keeping silence intention in engaged school organizational climate.
