以代理人模擬器分析關鍵資訊基礎建設關聯性

摘要


關鍵基礎建設提供了日常生活中必需的環節,諸如電力、水力、交通、網路,這些建設彼此都習習相關,一個基礎建設出問題便會影響到其他基礎建設,甚至是國民的生活。自從美國的911事件之後,關鍵資訊基礎建設防護已被視為國家安全的一環。許多國家都有各自相關的政策與計畫,其中基礎建設關聯關係的重要性更是在其他保護計畫之上。 本論文發展了一個關鍵基礎建設關聯關係模擬的軟體。代理人為基礎的設計可以提供攻擊方與防守方不同的能力。Google 地圖則可以在資料設定以及模擬過程中提供視覺化效果。此模擬器可以在保護的過程中找出脆弱點,並可幫助防護上的決策制定以及個人訓練。此外還提供關鍵資訊基礎建設模擬元件以求在未來可以發展出不同型態的關鍵資訊基礎建設模擬器。

Critical Infrastructures (CI) provide necessary resources in our life, including electricity, water, traffic and network. Most of these infrastructures have are connected together and heavily dependents on each other. If one infrastructure cannot work for some reasons, other infrastructures may be affected and then may influence citizen daily life. After the terrorism attack on the US in 2001, CIIP (Critical Information Infrastructure Protection) has been viewed as part of national defense. Many countries have establish their plans, policies and simulation tools, among all the protection activities, CIIP interdependency analysis is the core. This paper develops a simulator for CIIP interdependency analysis. An agent based approach is adapted to provide ability for both the attackers and defenders. Google map is used to provide visual effects during data setting and simulation. The developed simulator provides CIIP interdependency analysis so that vulnerable points in protection can be identified. It can be used in CIIP decision making and personal training. Moreover, general CIIP simulation components are identified to facilitate future development of other types of CIIP simulator.
