我國之身心障礙者權益保障法將於民國101年全面實施,本次修法之重點在於採用國際健康功能與身心障礙分類系統(International Classification of Functioning, Disability and Health. 簡稱ICF)的概念重新定義障礙族群;此一新的概念對障礙的定義採用了身體八大功能的分類方式,與過去法定的十六類分類系統有相當之差異。 為了深入了解大高雄地區的身心障礙社會福利團體在新制度下之經營管理影響,以及其面對外在環境之改變下對於其決策與運作模式之影響,本研究採以質性研究的半結構式深入訪談方法及述說分析法探究此一議題。從訪談結果中可以發現,組織在面對外在環境改變的影響下,最直接之衝擊是對服務使用者的界定,因其影響至後續於服務提供時的市場區隔,甚至於組織的運作。而未來於福利與服務提供上,可將思考重點著重於如何提升更有品質的服務、以及更適合服務使用者之服務。 根據訪談結果,本研究建議身心障礙團體未來可多參與或於機構內辦理相關之訓練課程,組織間也可透過相互合作與互補的方式來減輕資源不足所產生之壓力。
The People with Disabilities Rights Protection Act in Taiwan will promote in 101 year, the focus of amending the law is adopted the ICF model, there are very great differences with legal 16 kinds of classification ways of the past. In order to understand in depth the influence of ICF model of disabled social welfare agencies’ management and administration in the face of change of the external environment in Kaohsiung, and the change which faces the external environment makes the influence on their policy decision and operation model, this research is a semi-structured in-depth interviews, narrative analysis and quality research. As the result of the agencies in the face of change of the external environment, the most direct shock is to serving the defining of the user, the most direct impact is the definition of service users, its impact on service providers to follow when the segmentation, and even operation of the organization. In the future, the welfare and the service , the focus may be thinking focuses on how to enhance a better quality of service, and more suitable services for service users. Based on the interview, this study suggests that the future may be more disabled social welfare agencies or organizations involved in processing related training courses, organizations also can complement each other through mutual cooperation and ways to alleviate the pressure resulting from inadequate resources.
