我國衝/偏出跑道事故風險管理之研究

摘要


全球經濟成長促使空運需求提高,飛航安全與飛安品質相對更具重要 性,根據國內外相關研究及報告,按事故類別統計結果發現,衝/偏出跑道事故最為常見,由於管理資源有限,發生頻率越高的飛安事件,越需要投入資源管理,所以必須擬定事故防範之管理策略。 本研究依ICAO 飛航事故統計類別針對衝/偏出跑道事故進行探討,藉 由回顧國內外相關報告及研究,建構出我國衝/偏出跑道事故發生之風險構面,分為:『天氣因素』、『飛航組員績效因素』、『飛航組員技術/決策因素』、『航機系統因素』、『機場因素』、『航管因素』及『組織因素』等七個構面,共計42 個子因素,利用模糊德爾菲專家問卷,辨識風險因素之重要性。 最後透過風險管理的觀念,運用風險策略二維分析圖研擬改善政策方向及 建議。本研究結果發現,重要性排序前十名多落在,『飛航組員績效因素』及『飛航組員技術/決策因素』研究構面,而在風險評估方面『天氣因素』構面之風險值相對較高,飛航組員在惡劣天氣環境下會影響到組員之表現,攸關到整體的飛航安全。本研究最後提出許多針對我國衝/偏出跑道事故改善建議,可以提供我國民航主管機關及民航業者作為政策管理之參考。

Air transport industry plays a major role in world economic activity. Thus the flight safety is extremely important and should be concerned it. According to the domestic research and report by accident category statistics, runway excursions are the most prevalent. Due to limited resources management, the higher frequency of the aviation incident, it's should be more invested in resources management. In this study, will base on ICAO aviation accidents mainly discusses the runway excursion. According to the relevant report and studies, there are seven dimensions discussed in this research: (1) weather, (2) flight crew performance, (3) flight crew technical / decision, (4) aircraft systems, (5) airport, (6) ATC, and (7) organizational; and 42 sub-factors are generalized and categorized under these seven dimensions. Moreover, we used fuzzy Delphi method expert questionnaire survey to analyze the important risk factors of runway excursions. Based on the concept of risk management, we developed managerial implications and recommendations to improve the aviation safety policies. The result of the research, “flight crew performance” and “flight crew technical / decision” dimensions are very important in a level of top two. In the risk value of the “weather”, it's a higher score. In addition, “Flight crew performance” will affect the performance of the crew and whole flight safety. Lastly, in this research, will provide the strategies and recommendations to improve risk management of the aviation accident.
