公部門導入績效管理之成效評估-以台南市議會為例

摘要


政府再造是二十世紀政府行政革新之主流,績效導向之公務人力資源管理,則是核心工程之一。考績制度在我國行之有年,隨著主、客觀環境的變遷也歷經多次修正,但近年因景氣影響,公務員的服務績效及各項福利也備受各界關注,連帶的也使得公務員考績問題成為各界質疑的焦點。 本研究採用資料包絡分析法(DEA)評價導入績效管理之成效評估。資料包絡分析法(DEA)在幾何意義上是利用包絡線原理將所有被評估的決策單位之投入項與產出項映射至空間中,用以評估其組織之相對效率,找出可以包絡所有觀察資料的效率包絡面,以形成效率前緣,再計算個別決策單位觀察值與效率包絡面的距離求出各相對效率水準。 由結果可以看出,本研究結果由DEA得到之效率值及各變數所得之訊息,可知有3個DMU之績效管理成效為強勢效率;5個DMU之績效管理效率值介於0.9與1之間,為邊緣無效率者;1個DMU之績效管理成效效率值低於0.9,為明顯無效率狀態,佔全部DMU的11%。由於DEA評估之分析結果中,顯示各台南市議會單位部門績效管理效率的比例中等,亦必須思考與調整單位部門人數之投入,以提升自身的競爭力。

Reinventing Government is the main government administrative reform of the twentieth century, the performance-oriented public service human resource management, is one of the core projects. PAS in the line of our country for years, with the change of subjective and objective environment has gone through several amendments, but in recent years due to climate impact service performance of civil servants and other welfare also aroused widespread concern, the associated problem also makes performance appraisal of civil servants become the focus of public questioning. This study used data envelopment analysis (DEA) evaluate the effectiveness of performance management of the import assessment. Data envelopment analysis (DEA) in the geometric sense is to use the envelope principle will put items all being evaluated Decision Units and output items mapped to the space to assess the relative efficiency of their organizations, identify areas envelope of all observations efficiency data envelope surface to form the efficient frontier, and then calculate the distance of individual decision-making units of observation and efficiency envelope surface of calculated relative efficiency of each level. As can be seen from the results, the efficiency of the results of the study by the DEA and various variable values obtained from the message, we can see there are three DMU performance of management effectiveness is a strong efficiency; 5 DMU performance of management efficiency value is between 0.9 and 1 for edge inefficient persons; performance management performance efficiency of a DMU value of less than 0.9, for the obvious inefficiency, accounting for 11% of all the DMU. Since the DEA analysis of the assessment results, the ratio of the display unit of Tainan City Council department performance management efficiency medium, but also must consider the adjustment of the number of units into sectors, in order to enhance their competitiveness.
