臺灣使用生質柴油問題之探討-以雲林縣客運業為例

摘要


臺灣天然資源蘊藏貧乏,能源幾乎全數仰賴進口(約計98%),在面對溫室氣體減量、傳統能源耗竭、國際能源多變的環境,以及為了多樣化能源安全取得和提升臺灣國際形象等考量下,尋求自主替代性綠色能源將刻不容緩。臺灣在生質柴油的發展、推廣及應用上尚處於起步階段,政府在相關法規制度與配套措施未完善、油品規範與檢驗方法均尚未建立或標準化,以及消費使用者未俱備正確的知識觀念下,自2008年7月15日起,依據「石油管理法」規定,強制執行銷售臺灣本島之車用柴油摻配1%酯類(B1生質柴油)。又自2010年6月15日起,提高車用柴油添加生質柴油比率至2%(B2生質柴油)。由於油品特性和應用於柴油車輛的本土性相關數據相當缺乏,油料儲存使用及車輛維護保養的自主管理工作未做適當的調整下,在2010年雲林縣客運業開始發生使用B2柴油後之異常故障事故,濾網阻塞或更換頻率過高,甚至熄火事件造成了諸多客訴,2014年尤甚。為了探究異常現象事件的真正原因,本實證分析研究了油品使用端及供應端,並獲得了實際可靠、客觀的數據,證實使用端方面在使用生質柴油時,必須以不同於石化柴油的保養模式作業管理,加強防水與縮短保養里程與週期;在銷售供應端方面亦需加強防水與提高周轉率儲存管理措施,需增加成本投入即可有效解決前述問題,期盼因此而對國內綠色能源的推動與發展有所助益。

Taiwan is short of natural resources, thus the supply of energy resource relies largely on import, nearly 98%. Under the consideration of greenhouse gas reduction, exhaust of traditional energy, variability of international energy environment, acquirement of diverse energy and the promotion of the international image of Taiwan, searching for autonomous alternative green energy is of great urgency. The development, promotion and application of biodiesel in Taiwan are right at the starting stage. When the obligations, norms, examination methods of biodiesel weren’t yet completed and consumers hadn’t possessed the right concepts toward biodiesel, according to Petroleum Administration Act, the government executed forcibly selling diesel fuel as blending with 1% esters (B1 biodiesel) since July 15, 2008. And since June 15, 2010, the blending rate of biodiesel in diesel fuel for vehicle was raised to 2% (B2 biodiesel). Lacking of local related data of behavior of biodiesel and the application of diesel-vehicle, the storage and usage of oil, maintenance and autonomous management didn’t meet the requirement of advanced operation for biodiesel usage, the amount of customer complaints of transportation industry in Yunlin County for malfunction accidents about B2 biodiesel usage increased abnormally since 2010. Especially in 2014, the most common, primary cases were blockage of filters, excessively high changing frequency of filters and even the flameouts of vehicle. In order to investigate the real causes of these abnormal cases, this empirical research analyzes the oil consumption and supply and obtains reliable and objective data. This research clarifies that operation different from fossil fuel, waterproof reinforcement, cutdown of mileage and period of maintenance in the oil consumption andwaterproof reinforcement, enhancement of turnover storage measure, increase of costin the oil supply can solve the problems of biodiesel usage efficiently. This research looks forward to making tribute to the promotion and development of domestic policy of green energy in Taiwan.
