本研究主要藉由1/3次方比例定律(scaling law)公式及Zhou與Haoxu兩位學者所提之防爆擋牆後過壓值計算公式,分別計算出爆竹煙火管理條例規定之爆竹煙火製造及儲存場所內未設置擋牆及設置擋牆兩者情況下,廠區外建築物及人員與爆竹煙火實際應保持之安全距離,以評估爆竹煙火管理條例安全距離之有效性。 計算結果顯示爆竹煙火法令面規定爆竹煙火製造及儲存場所內之爆竹煙火與廠區外建築物之安全距離不足(僅爆竹煙火製造場所之作業區及半成品倉庫一部分符合規定);此外法令上並未規定到與廠區外人員之安全距離,基於人命安全考量,本研究亦一併探討計算,供後續法令修訂參酌。
This research mainly studties on effectiveness of safety distance in Firework and Firecracker Management Act by scaling law and Modification Factor formula provided by Zhou and Haoxu.In order to know effectiveness of safety distance in Firework and Firecracker Management Act,these two formulas are used to calculate safety distance of fireworks of manufacturing and storage sites in Firework and Firecracker Management Act in two aspects.First of all,this study calculates safty distance between fireworks and buildings ouside.Secondly,it also calculates safty distance between fireworks and people ouside. The results show that the safty distance of explosion in Firework and Firecracker Management Act is not enough between fireworks and buildings except some part of operating areas and semi-finished products warehouses of fireworks .In addition,there are no rules about safty distance of explosion between fireworks and people.For the purpose of safety of life,the study proposes to Act amended for reference.
