本研究先初探某石化廠組織安全文化的約略風貌,做為擬訂調查問卷的依據。接著以全方位安全文化模式的環境面(含組織氣候及管理制度)、行為面及心理面等三個構面,研擬安全領導等22個議題,設計出167個問題進行問卷調查。以統計方法分析問卷數據的信度、效度及安全文化模式各構面的因果互動關係。研究顯示本石化廠在安全激勵、績效考評的表現較低;整體而言,安全價值觀、動作與位置、個人防護具使用等向度則相對較高。 在訪談過程中,本廠某工場發生一起無人員傷亡之爆炸意外。進一步地分析,發生事故的部門在上述須改善的題項,其分數更低於整廠的平均值。有趣的是,事故調查團隊,其成員完全不同於安全文化評量團隊,但所得到關於事故發生的根本組織因素與上述之結果幾乎全然地不謀而合。本研究顯示,準確且及時地做組織安全文化的評量是可行的。根據評量結果對症下藥是提升安全績效的最佳途徑。
This study began with a series of interviews to explore safety culture of the studied plant. A 22 – construct questionnaire with 167 items was designed to survey the safety climate of the plant and 232 effective samples were collected. The results showed safety encouragement and performance appraisal are the weak constructs while safety value, action and position and PPE utilization are the strong constructs in the investigated subject. During conducting the survey, an explosion accident occurred in one of operation units. Comparing the survey results between the accident – occurring unit and the rest units, we got statistically significant differences among the following constructs, namely, safety encouragement, risk management, safety education, safety program, work stress, and work coordination. The accident investigation team also revealed the root causes which share the same weakness indicated in the questionnaire survey. This study concluded that safety culture assessment could be used as an effective indicator to pinpoint the weak elements in the safety management and in-time corrective measures could be accordingly taken to improve safety performance.
