公部門組織文化、人力資源管理實務與組織效能關聯性之研究-以台南縣各戶政事務所為例

摘要


強勢的組織文化能獲得最高的組織效能,而且組織文化會影響組織效能;價值體系在文化與效能的關係上,是一個重要因素。所以說:組織中普遍的價值觀若支持組織的目標,文化將是組織的重要資產,也可望提昇組織的效率及效能;反之如果價值觀有偏差,以致於無法支持組織的目標及策略,則文化將成為組織的負債,進而對組織的效率及效能產生負面的影響。由此可知,組織文化為影響組織效能的重要而有力的因素 本研究經由文獻探討及嚴格的統計分析,編製出具有良好信度與效度之『組織文化』、『人力資源管理實務』與『組織效能』等量表,並以台南縣各戶政事務所員工為施測對象,採取立意抽樣方式共發出287份問卷,共計回收有效問卷243份,有效回收率為84.66%,並應用變異數分析、Pearson積差相關分析、迴歸分析等統計方法驗證本研究之假設,根據統計分析結果歸納出研究結論如下:1、組織文化對人力資源管理實務顯著正向關係;2、組織特性組織文化對組織效能有顯著正向關係;3、人力資源管理實務顯著正向關係,且能產生顯著正向影響。最後就本研究之結論與管理意涵作深入探討,並呈現具體之研究貢獻與實務建議,以供學術界與公部門參酌。

A strong organization culture not only acquires the organization effectiveness but affects the organization effectiveness; value system is an important factor between culture and performance. Therefore, if the general values support the goals of the organization, culture would be an important asset of the organization which is expected to increase the efficiency and effectiveness of the organization. On the contrary, if the values are flawed and couldn’t support the goals and strategies of the organization, culture would be the burden of the organization and might cause the negative influence on the efficiency and effectiveness of the organization. This shows that organization culture is a crucial factor on influencing organization effectiveness. This study is based on previous research essays and statistical analysis and has compiled reliable scales of the Organization Culture, Human Resource Management Practices and effectiveness Organizational and was given to government employees as questionnaires survey. The questionnaires were issued as 287 copies and 243 copies out of 287 were reliable samples. The accuracy of the questionnaires is approximately 84.66%. It applies the Analysis of Variance, Pearson’s Correlation Analysis, Regression and other statistical methods. According to the statistical analysis, the results of the study are as follows. First, the organization culture has a positive relation to human resources management which could cause a significant positive impact. Second, the distinctive organization culture of the organization has significant positive relation to organization effectiveness which generates significant influence. Third, the positive relation with the human resource management practices’ could generate positive impact. The last part of this study would be the conclusion of the research and the meaning of management and present the concrete research contribution and the practical suggestion for the government departments and the academy.
