本研究針對一般道路邊緣路邊停車之停車尋位及計時收費問題,作全面性的分析與探討,剖析停車使用者及計時器使用等相關議題。藉由文獻評析及現場實際調查等方法,深入了解路邊停車問題之現況,建立一套可行的系統,以解決路邊停車之現況問題。 本研究以紅外線偵測系統(Infrared Detection System) 、無線數據傳輸系統( Radio-Frequency Data Transmission System ),及類比數位/數位類比轉換卡(Analog to Digital / Digital to Analog Card , AD/DA ),使用Visual Basic (VB)撰寫程式加以整合,建立一套即時監控系統,本系統可監控路邊停車位被車輛佔據的狀況,除了可以判斷是否有車輛停在該車位以外的功能,並且能準確地記錄該停車位被車輛佔據的時間,將資訊顯示於網站上,使巡場收費員在計時計費管理上更有效率。 上網在台灣已非常普遍,隨著3G手機漸漸的普及,使用手機上網的人數也將大幅增加。因此,本系統也可結合網路,提供停車使用者查詢停車空位的位置或其所停留之時間。實施此系統可健全路邊停車收費管理制度(例如提昇管理績效、有效運用人力資源等目標),改善都市交通,達到停車收費計時之公平性。
This study aims to solve general curbside parking problems, including how to improve the efficiency of finding an available parking space of a car driver and the fairness of parking charge. In order to achieve these goals, we conducted comprehensive paper searching and analyzing, investigated the currently parking-fee collecting system, actually participated a parking field fee-collector operation, and from a car driver stand point of view, studied the psychology state of how a car driver searching for an available parking space. After understanding present curbside-parking situation comprehensively, we not only propose a solution, but also build-up a prototype system. This real-time-monitoring system proved could solve some of current-existing parking problems. The real-time-monitoring system is including an infrared detection system, a radio-frequency data transmission system, and an analog-digital converter. After the parking spaces status information collected into computers, a Visual Basic program was written to integrate all of information, such as which space was occupied, when, for how long, …etc., and to present it onto the Internet. The values of this system are tracking parking spaces occupied time to seconds, presenting all the parking spaces status on the Internet for all of car drivers anywhere and anytime, easing a car driver finding an available parking space. It can also improve the safety and efficiency of traffic. Moreover, it can enable the parking field fee-collector work more efficiently. In other word, it will save more tax-payer money and make collecting parking fee fairly and effectively. Surfing the Internet is already acceptable in Taiwan. As the 3G mobile phone gradually popularizing, the number of people using cellular mobile phone to surf the Internet will increase dramatically. Therefore, in the foreseen coming years, this system information could be browsed by the 3G mobile phone, providing necessary information for all of the parking space users. If a system like this could be adopted, the effects of current curbside parking fee collecting system can be improved, such as better managing human resources, manpower usage, fairness, traffic flow,…,etc.
