評估台灣醫學中心績效使用多活動網路資料包絡分析
Measuring performance of Taiwan Medical Center Using Multiple Activities Network Data Envelopment Analysis
摘要
在現今社會上，國民健康意識抬頭，醫療行業已經越來越重要。醫院和一般企業的不同之處在於醫院是半營利企業，活動流程必須要區分再進行評估。要擁有好的績效，就需要有效利用有限的資源，如何在有限的資源內獲得最大的產出值是現今所追求的目標。本論文提出了一種不同於傳統的評估方式去衡量台灣醫療的績效狀態，用以適應台灣的醫院型態各種不同的問題，因此選擇使用多活動網路資料包絡分析來評估醫院的績效。論文中假設醫院內的活動分為醫事活動、藥事活動、其他活動，將三種活動內的變數進行評估，同時衡量醫院的管理活動流程，再將生產流程和服務流程，這兩種流程進行串連。生產流程主要是提供衡量績效的過程，而服務流程則是注重品質提升，為了解決來衡量醫院的活動品質績效，從中找出造成相對無效率問題導向的因素，也提供管理者一個參考的分析方法。

This thesis proposes an approach to evaluate the overall performance of medical centers. Three types of activities are classified and connected through the parallel method proposed in this thesis. To resolve the efficiency of performance evaluation method in hospitals from the evaluation method of traditional enterprises, each activity is divided into two serial type connected processes. For the first process, production process is conducted to evaluate the internal management processes to satisfy the needs of people for medical care. Similar, the second, service process, can resolve the concerns of hospital on income increase when they face pressure that increases daily. The thesis has analyzed the performance of six processes in three types of activities of the three levels of hospitals in Taiwan in 2012. The evaluation results were provided the inputs and output shared ratios included hospitalization income and outpatient income to various hospitals. Results demonstrate that the proposed method has abilities to rank for adjusting resources.
