國內科學園區內各承攬商皆已被業主要求接受勞工安全衛生基本教育訓練(六小時)及進廠前實行危害告知,使承攬商具有基本危害認知與安全衛生相關事項,惟相關知識(專業技術、勞安衛)是否適切,其訓練品質(師資、教材內容)是否應評估定期查核以確保維持一定程度,承攬商入廠前資格篩選管控,以期望受訓後能使從業人員足以因應不同廠商之複雜製程及其危害特性,為本研究之主要目的。 本研究針對科學園區內之政府機關、業主、承攬商及其員工為研究對象,以問卷方式調查分別針對將專業技術、勞安衛教育訓練與實際運用之現況滿意度,及證照發證、複訓、訓練資格整合(承攬商取得資格、訓練機構及師資),並統由第三驗證管理與審查可行性評估,期望藉由此問卷調查,提供承攬商教育訓練、證照認證機制之改善方向,協助建立良好承攬商篩選管理制度、並落實實施與查核,方可有效降低災害發生率。 本研究研究結果顯示,有關基本保障狀況認知調查結果,九成以上受測者皆有勞健保、意外險保障,且多數受測者(九成五以上)認同承攬商應有基本保障,以維護與保障其工作基本權力;六成三受測者認同勞安教育訓練納入專業技術訓練中,並且需實施定期複訓,以保持其資格,由此可強化各專業技術之所屬勞安相關規範與注意事項,使受測者能確實吸收與其作業特性相關之安全衛生,提升專業技能與勞安運用。超過九成五回答問卷者認為承攬商作業應考核其員工專業性技能,及八成以上認為承攬商專業性認定應由政府單位或學術專業團體的第三者的專責機構核可,且專業技術及勞安教育訓練(包含師資、課程)應有經常性品質考核,另也有超過七成三受訪者認為承攬商員工應該接受背景調查,以降低職場暴力與犯罪事件。上述研究議題對於未來有關業主管理承攬商基本入廠簡化篩選程序卡控、教育訓練機構教學品質提升與管控、承攬商亦能獲得與實際工作所需之專技或勞安相關技能之三贏局面。
Safety and health training and the recognition of hazard communication are required for the contractors in Taiwan Science Park. It is important to study the effectiveness and adequacy of these contractors’ training in order to both save resources and reduce the overall work related accident rate since accidents among contractors account for more than half of the accident rate in Taiwan. It is crucial to maintain an efficient safety management to the contractors in order to reduce accident rate in Taiwan. The officials, employers, contractors and workers were selected as the subjects of this study for questionnaire. This findings showed that the related basic safeguard condition cognition survey result, above 90% is all had measuring the fatigue health insurance, the accident insurance safeguard, and above 95% is approved most measuring contracts business to have the basic safeguard, maintains and safeguards its work basic authority, 63% receive the measuring approval to work the peaceful education and training to integrate in the professional and technical training, and must implement the regular refreshment, maintains its qualifications, from this may strengthen subordinate of fatigue peaceful related standard and the matters needing attention each specialized technical, enables to absorb truly measuring with its work characteristic related the safety and health, the promotion professional skill, Our result also shows the urgency to have a third party in charge of overlooking the entire operation of contractor training and management of the three-in-one system, i.e. training, test, and certification in one system.
