根據行政院勞工委員會資料,至2011年已有668家事業單位導入通過「台灣職業安全衛生管理系統」自願驗證,經濟部也在100年11月公告,訂定這項系統為國家標準。然根據世界經濟論壇WEF 2009年調查我國全球競爭力排名為第12名,顯示我國經濟繁榮程度已與歐美先進國家並駕齊驅,不過我國職業災害發生率仍相較於歐、美、日等國家為高,依據勞委會統計99年度職業災害千人率為4.333,計有死亡281人,失能2677人、職業傷病37,110人,更何況過內職災計算基準與歐美先進國家不同,實際職災率應更高,說明歐、美、日等國家一定具備較完善的管理平台,搭配各國安全衛生法令,方能使職災率降低。 近年來工安事件頻傳,超過半數以上之重大工安事件均發生在承攬勞工,在專業分工及節約人事成本的潮流趨勢下,常將特殊技術部分或非常態作業部分分包出去,大型企業對高危險性及勞力密集工作外包,亦非常普遍,國內有些大型企業甚至每日有超過萬名以上各級承攬人員進出其作業場所,為有效降低職業災害的發生,必須針對職災率最高的承攬管理領域做有系統性的承攬管理方式,個別公司管理承攬商,無論是資源與效率,均無法與跨公司承攬管理系統相提並論,因此本研究就各國承攬管理系統進行探討,希望尋找出一個適合國內之承攬管理作法。 透過本研究探討顯示,系統式與跨公司之承攬管理系統有其必要性與急迫性,以降低工安事件之發生,跨公司甚至跨國的管理系統已在歐美實行近二十年,成效斐然,國內中小型承包商眾多,層層轉包亦屬常態,建立跨公司的承攬管理系統,佐以職訓的專業技能及認證,加上全方位安全的勞工與監工訓練認證,是國內最迫切需要的,但是,以國內民情,執行上需要政府公權力支持,專業技能的訓練及認證,更需要政府資源全力投入,國內承攬管理上落後歐盟、美國及新加坡至少十六年以上,參酌國外施行已久之作法,盡快迎頭趕上,才能真正保障勞工安全,降低職災率。
Council of the Labor Affairs (CLA) said that there have been 668 institutions voluntarily verified and have passed the Taiwan Occupational Safety and Health Management System (TOSHMS) up to 2011. The Ministry of Economic Affairs announced that TOSHMS were became the National criterion in November 2011. According to the World Economic Forum (WEF) survey in 2009, Taiwan was ranked the twelfth in the global competitiveness. It showed that our degree of economic prosperity kept good pace with the advanced countries. But our occupational incident rate are higher than Europe, United State, and Japan. According to the statistics of the CLA in 2010 year, occupational incident rate was 4.333 % per million workers. Namely 281 people died; 2677 people were disabled. This shows us that there is very much room to be improved. We have had numerous major occupational incidents. In the industrial safety incident, there were over half incidents arising from the contractor workers in recent years. There is a tendency for business to contract out the special or non-routine operations to reduce personnel cost in Taiwan. The large enterprises also like to outsource on the high-risk or labor-intensive work. Among some large enterprises, they even have been more than 10,000 contract staffs in their sites on regular basis. In order to effectively reduce occupational incident rate, systematic contract management should be implemented in the highest occupational incident area on contractor management. Individual contractor doesn’t have much resources and ability to manage their own workers. This study concludes that the systematic contractors management is necessary and urgent because it can help reduce the occupational safety incident rate in the highest incident rate area. Individual professional skill training and certification is necessary. Also, all around safety training and certification on both workers and supervisors are important as we could learn from both European Union, US and Singapore. They have been doing it for about 20 years. However, on the basis of domestic condition, implementation needs government support. Especially professional skill training and certification requires government’s resources in order to do it in proper fashion. The domestic contractor management is behind the European Union, the United States and Singapore for about two decades. In order to truly protect the contractor workers' safety and reduce occupational incident rate, we need to catch up as soon as possible.
