國民小學推動標竿特色學校之研究 -以桃園市兩所學校為例

A Study on the Promotion of Benchmark Featured School in the Cases of Two Elementary Schools in Taoyuan City

摘要


摘要 本研究以半結構式訪談及文件分析,探討2016年桃園市兩所標竿特色學校—中平國小及東安國小,成功推動特色學校之歷程、困境及其因應策略,茲就「實施創新行政領導」、「架構特色課程與創新教學」、「建構學生優質學習」、「營造空間美學環境」、「進行資源整合運用」、「盤整教育效益與永續發展」等六個層面,簡述研究發現如下: 壹、「實施創新行政領導」層面:推動歷程為從學校亟待解決問題著手、具專業熱誠的校長是推動關鍵;遭遇困境為特色不易取得共識、每校各有不同難題;因應策略為從在地出發易喚起認同、善用行政智慧、帶領團隊同行。 貳、「架構特色課程與創新教學」層面:推動歷程為以對話建構課程地圖及學習鷹架、用心引領創新教學;遭遇困境為特色課程起頭難、創新同時衍生問題;因應策略為不斷對話溝通,標竿學習為榜樣、聚焦學生學習。 参、「建構學生優質學習」層面: 推動歷程為多元社團及活動激發潛力,布置情境引發學習力、特色校隊紮實訓練,有計劃引導;遭遇困境為弱勢孩子需更多鼓勵、學習需經歷摸索調整;因應策略為找到學習的動力、正面並積極處理學習問題。 肆、「營造空間美學環境」層面:推動歷程為學習空間生活化、運用空間美學活化,缺點翻轉改造;遭遇困境為亟需改善沉痾耗費心力、觀念需不斷溝通,後續維護需規劃;因應策略為空間情境化、按部就班見改變,善用家長志工珍貴資源。 伍、「進行資源整合運用」層面:推動歷程為人力資源組織清楚,各式資源均為重要支援、找到引進資源的關鍵;遭遇困境為開始推動最是辛苦、社區關係要面面俱到,家庭觀念影響資源運用;因應策略為建立起響亮品牌,爭取資源源源不絕、找到感動的故事,喚起社區認同。 陸、「盤整教育效益與永續發展」層面:推動歷程為以催生出自有品牌開始、特色延續聽看聽;遭遇困境為品牌背後隱藏辛勞、人事異動及教育事務轉變影響永續;因應策略為凝聚共識真心關懷,增進整體教育效益、不同型態傳承永續。 最後,根據上述結論,對教育單位機關及未來研究,提出研究建議,希冀對特色學校的推動產生些許助力,讓有意願的學校探尋、發展出自己的特色,共同追求精緻教育之美好。

Abstract Based on semi-structured interviews and document analysis, this study explores the two successful benchmark featured schools, Chung-Ping Elementary School and Dong-An Elementary School in Taoyuan City in 2016. Their experience of the process of promotion, encountering difficulties and responsing strategies at six aspects. These are implementing the innovative executive leadership, constructing featured curriculum and innovative teaching, constructing students’ quality learning, building a space and environment aesthetics, integrating and using resources, consolidating educational benefits and sustainable development. The study findings are briefly described as follows: I. Implementing innovative executive leadership aspect: The process of promotion starts from solving the most difficult problem of the school. The enthusiastic principal is the key to the promotion. Each school has its own dilemmas and it’s hard to achieve consensus. The strategies are to evoke identity of their location, to use administrative wisdom and to organize a team. II. Constructing featured curriculum and innovative teaching aspect: The promotion process is setting up a course map and learning scaffolding for the students at the conference, and leading the innovative teaching attentively. The most difficult of featured course is the beginning and many dilemmas arise at the innovative courses. The strategies are keeping communicating, learning teaching experience of the excellent schools, and focusing on the student-centered learning. III. Constructing students’ quality learning aspect : The promotion process is using multiple clubs and activities to stimulate students’ potential. The teachers arrange the campus , so the students can have situated learning. Each school has its own characteristic school team. The difficulties are the disadvantaged students need encouragement of teachers, and they must try many different ways to conquer difficulties to achieve targets. The strategies are the teachers need to movivate the students and let the students face their studies positively. IV. Building a space and environment aesthetics aspect: The promotion process is to make learning environment close to the realistic life. The teachers use colors to make everything in campus meaningful. The problems that the team faced are not easy to solve and the facilities also needs to maintain. The strategies are the teachers need to arrange situated environment step by step. The most powerful resources are volunteers including pareants, people from community. V. Integrating and using resources aspect: The promotion process is to organize the volunteers very clearly. Each resource is important such as a powerful person to support school. The dilemma is that it’s the hardest to implementing at the beginning. To have the good relationship between the communities and the school is important. Family values influence the good use of school or not. The strategies are establishing an outstanding brand, searching various resources, knowing their own touching stories, and evoking the identity of the whole community. VI. Consolidating educational benefits and sustainable development aspect: The promotion process is starting from establishing their own brand and keeping developing the characteristics of the school. The dilemma is that establishing brand is hard. The personnel of school and educational affairs will change. The strategies are building consensus and improving the overall educational efficiency. Different types of characteristcs will inherit. Finally, based on the above conclusions, suggestions are proposed to educational institutions and future studies. Hope these will help the schools which want to promote the featured schools and chase the better education.
