專案經理人專業知能與培訓之研究-以電子系統產品製造業為例

摘要


在技術不斷創新的時代,電子產品的生命週期日益縮短,企業重視新產品開發的程度有增無減,產品開發能力儼然成為公司競爭優勢重要的一環,企業體認到「效率」及「附加價值」是影響企業競爭力的兩個重要的因素。「電子系統產品」是屬於最下游的電子產業,比起半導體或其他電子零組件,電子系統產品所需求的人力較多,國內許多企業仍偏重OEM/ODM的代工型態,加上各部零組件多為外購,屬於微利的產業,時間與成本的控制就顯得格外重要。專案經理人在產品開發中擔任重要的角色,而其專業能力將對專案進行過程的順暢及績效有很大的影響。許多企業都積極規劃員工的教育訓練以提昇工作效率,尤其專案經理人的教育訓練更是刻不容緩。然而人才培育並非一蹴可及,企業如何針對電子系統產品業專案經理人所需提昇的知能,規劃出有效率的培訓課程,為人力資源的重要課題之一。本研究以文獻探討為基礎設計出訪談內容,訪談對象為電子系統產品製造廠專案經理人,探討此產業專案經理人的培訓現況及成效,最後針對需要改進之處,提出適當的建議。

In the era of rapid technology innovation, the life cycle of electronic products is shortened exponentially. Enterprises value the new product development more than ever. The capability of developing new products in a timely manner has become one of the substantial competitive advantages that companies must acquire. Besides, enterprises come to realize that the "efficiency" and "added values" are the two most important factors to competitiveness. Comparing with the semiconductor and other electronic component industry, the system integration manufacturers belong to the downstream of the whole electronic industry. It demands more manpower in the integration. Many domestic manufacturers still focus on OEM/ODM type system. Plus, quite a few components have to be outsourced. All the characteristics mentioned above make the system integration industry a meager margin one. Therefore, “time to market” and “cost control” are particularly crucial in such industry. A project manager plays an important role in the new product development. His or her professional capability will directly impact on the smoothness of a project development and its performance. Many enterprises actively provide opportunities for employees’ training in order to improve work efficiency. Of which, training for project managers are of necessity. However, it takes time in elite training. It is one of the human resource topics for the enterprises to plan a series of effective training curriculum aiming to enhance project managers’ competency in the electronic system product industry. This research uses several reference documents as the basis to create an interview questionnaire. The interviewees are the project managers who currently work in the electronic system product manufacturer. The content includes a general picture of the current PM training in the industry, a preliminary analysis of the training result, and some suggestions based on the information gathered to the areas where improvement can be done with that regard.
