Developing Green Supplier Selection Procedure: A DEA Approach

摘要


供應商評選是企業經營上常見的決策問題,隨著國際間陸續針對環境議題訂定規範,選擇合適的綠色供應商變成管理上重要的議題。針對傳統供應商的評選模式研究已臻成熟,相對下綠色供應商選擇是一門剛起步的議題,因此本研究致力於建立一個完整的綠色供應商評選程序,協助企業做出最具效益的決策。   本研究回顧過往的文獻來制訂出一組兼顧環保、傳統及夥伴關係的指標組合,並且由於近期碳足跡揭露在國際上備受重視,因此將其列入評選指標中。再者,目前針對綠色供應商評選議題的文獻多使用層級分析法及網路分析法來作分析,受限於方法論的限制而只能處理較小規模的問題。本研究導入資料包絡分析法,與前者結合成一個適用於不同規模的情境下的整合性評估模式,再利用成對比較問卷收集群體決策資訊、克服填卷上的不一致性,進而建立保證區域將決策者的主觀意見適量地投入模式,提升模式的鑑別力,此評估模式與評選指標結合後建構出完整且可實行的綠色供應商評選架構。

Supplier selection is a common decision-making problem in operating enterprises. In the rising of international treaties and directives of environmental aspects, selecting the suitable green supplier become a critical managerial issues. While the researches focusing on the traditional supplier selection model have reached maturity, green supplier selection problem is on the preliminary stage. Therefore, this study aims on establishing a comprehensive green supplier selection framework to assist the enterprise in making the most efficient decision. Based on the literature, this study proposes a criteria set including green, traditional, and partnership issues. The criteria set takes carbon footprint into account, because the international regulations have paid much attention on the carbon footprint exposure. Moreover, most of the recent studies of green supplier selection use analytical hierarchical process (AHP) and analytical network process (ANP) to evaluate. According to the limitation of methodology, they can treat the smaller scale problem only. This study introduces data envelopment analysis (DEA) into assessment, and combined with AHP/ANP to establish an integrated model. Furthermore, we use the questionnaire of pairwise comparison to gather information of group decision, overcome the inconsistency problem, and establish the assurance region that implemented not only to take the opinion of decision makers into consideration, but also to increase the discriminating power of the model. Merging with the above criteria set, this evaluating model turns into a practical integrated framework of green supplier selection.
