國軍心理輔導人員職涯發展之研究:以金門地區為例

摘要


國人由國軍守護,而軍人之心理健康由誰來守護?本研究以國軍心輔人員的職涯發展及現況作為個案探討,對心輔人員之職涯發展、困境及選擇等作分析與討論。由於國軍的心理衛生及健康不只仰賴個人維持,更需有專業的心理衛生人員協助,因此專業人員的重要性不言可喻。 本研究旨在探討國軍心輔人員的職涯發展現況,包含探討國軍心輔人員的選任、運用、訓育情形,哪些經驗是對國軍心輔人員的職涯發展是有益的,以及國軍心輔工作經驗如何影響心輔人員未來的職涯選擇。 本研究採用質性研究中的深度訪談法蒐集資料,共訪談4位現(曾)於金門地區擔任心輔人員之同仁,透過深入訪談的方式,來研究從非心輔人員轉換為心輔人員及選擇持續作為心輔人員或轉換為非心輔人員的歷程,作為爾後新進國軍心輔人員之發展參考。研究結果發現如下: 一、 心輔人員之留任存在檸檬問題(Lemon’s Problem),具備相關學(經)歷的心輔人員不願意繼續於國軍體系中留任。 二、 心輔人員素質未達學者認為的專業程度,且實際執行心輔工作之能量稀少。 三、 部隊提供心輔人員之協助或訓練不足或無法保留成果,提升心輔人員之工作阻礙。 四、 階級愈高兼職愈多之問題,影響心輔工作之遂行。 五、 傳統諮商輔導之個人觀已不敷使用,宜將諮商輔導之模式轉變為企業諮商之模式,並以企業諮商人員作為國軍心輔人員之訴求標準。 最後,研究者根據上述研究結果加以討論,並根據此結果提供建議以作為其他心輔人員、政策制定者以及未來研究者之參考依據。

People of Taiwan are protected by National Army, but who will protect the mental health of soldiers? In this study, the career development and current situation of the National Army's Mental Health Workers are used as a case study to analyze and discuss the development, difficulties and choices of the career of the National Army's Mental Health Workers. Since the mental health of the National Army depends not only on soldiers themselves, but also on the professional assistance of mental health workers, the importance of professionals is self-proved. The purpose of this study is to probe into the current situation of the career development of the National Army’s mental health workers. Issues including the selection, use, and training of them, which kind of experiences is beneficial to the career development of them, and how the work experience as mental health work affects the choices of the careers of mental health works were investigated. In this study, in-depth interview of the qualitative research method was applied to collect research data. A total of 4 people who are incumbent or have been working in the Mental Health Center of the National Army in the Kinmen area were interviewed. Through in-depth interviews, the progress of the conversion from a non-mental-health worker to a mental-health worker and whether to transfer to another job in one’s career was discovered and the recommendation as a reference for the development of the new National Army’s mental health worker is given. The major findings are shown as follows: 1. There exists Lemon’s Problem in the employment of the National Army’s mental health workers, which refers that soldiers with relevant degrees or experiences are unwilling to remain in the Military. 2. Not only is the quality of the National Army’s mantel health workers incompatible with the standards proposed by relevant scholars but also the mental health workers who are really performing mental health care are overestimated. 3. The supports or trainings that Military Army provides are insufficient or unable to make significant , increasing the obstacles to National Army’s mental health workers. 4. The problem that the higher the commission the more substitutional jobs one will fill in does have influences on National Army’s mental health work. 5. The traditional counseling of personal view is no longer sufficient for National Army’s mental health works. It is recommended to change the pattern of counseling to workplace counseling and to use it as the standard of National Army’s mental health workers. Finally, based on the above research findings, suggestions were proposed as a reference for other mental health workers, policy makers, and follow-up studies.
