擴大公共化教保服務政策執行之研究 – 以苗栗縣為例

摘要


本研究針對苗栗縣執行「擴大公共化教保服務政策」(以下簡稱本政策)的情形,包含對於本政策瞭解程度、需求、感受,以及在執行過程中所遭遇的困境與改進途徑進行個案研究。研究採取訪談法,訪談苗栗縣教育行政機關執行者、公私立幼兒園負責人或園長、教保服務人員及家長共11人,輔以文件分析法及省思札記進行資料蒐集,並加以分析與討論,獲致以下結果: 一、苗栗縣執行本政策的情形包含不同利害關係人對於本政策的瞭解程度已到能夠價值判斷、對於需求規劃已達多方位滿足及感受已轉變為反思有感。 二、苗栗縣在執行本政策所遭遇的困境包含「法令規章」、「資源挹注」、「政策行銷與溝通」、「政策執行人員能力及意願」及「執行目標與效益」等五個層面,諸如法令規章龐雜繁複且不易理解、最缺乏教保服務人力資源、政策行銷與溝通面向窄化且缺乏信任感及共識、執行人員面對道德兩難及肩負壓力及難以實質達成三贏局面等。 三、苗栗縣針對前述困境,提出對於執行本政策的改進途徑為建置系統化及口語化且易理解的法令規章資料庫、培育教保服務人力資源、設計多元化行銷宣傳管道及培養本政策利害關係人間的信任感及共識、培養不同利害關係人的軟實力並提供其緩解壓力之適切管道,及以發揮本政策最大效益並創造中央與地方政府實質三贏為依歸。 本論文根據研究結論,提出相關建議,供教育部、苗栗縣政府及欲持續追蹤他縣市執行擴大公共化教保服務政策與未來後續研究之參考。 關鍵字:苗栗縣、擴大公共化教保服務、政策執行

This thesis is a case study focusing on the policy implementation for pushing forward the ECEC Services (hereinafter referred to as this policy) in Miaoli County, ,and the covered topics include the degree of understanding,needs and feelings about this policy, dilemmas implementing this policy, and solutions to the problems implementing this policy. Research was gathered through interviews. Eleven people, from preschools, namely the principals, administration staff, preschool educators and parents are interviewed. The data is processed with documentary analyses and reflection upon. After discussions, the summaries are as follows: 1.Implementing this policy in Miaoli County includes different stakeholders valuing this policy. Planning for needs has achieved diverse satisfaction, and after rethinking the policy, feelings are profoundly affected. 2.Dilemmas of implementing this policy in Miaoli County includes issues at five levels -- laws and regulations, resources, policy marketing and communication, administration staff’s ablilty and willingness, and implementation goals and benefits. For example, laws and regulations are complex and not easy to understand; most important is the lack of resources of preschool educators; the ways of policy marketing and communication are narrow and lack consensus and trust; administration staff is under a lot of stress and moral dilemmas. Last but not the least, it is difficult to achive a win-win situation. 3.The solutions to the above problems in implementing this policy in Miaoli County includes building a systematic and easily understood laws and regulations database, fostering the resource of preschool educators, cultivating a sense of trust and consensus between administration staff, nurturing different stakeholders’ soft power and providing pipelines for relieving stress. Finally, relying on unleashing the best benefit of this policy and creating a win-win situation between the central government and local government is of paramount importance. Based on the above conclusions, this thesis further provides with related suggestions that can serve as references for educational administration authorities, and for further research, which aim to promote Implementation Scheme of pushing forward the ECEC services.
