文創設計結合地方產業輔導之研究， 以宜蘭為例

摘要

本論文主要為文創設計結合地方產業輔導之研究，介紹國內外文創產業發展歷程，並藉由分析國內外文創園區的經營模式成功之處，進入本研究之中心─宜蘭文創輔導專案中興文創園區，剖析國內歷經二十年的文創產業政策與產業現況，檢視國內相關政策與資源的提供，與業者的需求是否對等？不足之處又將如何銜接、以使政府的各項資源能實際運用於宜蘭文創輔導專案中？

因宜蘭文創輔導專案而生的平台，經過三年的驗證，參與業者的正面反饋意見足稱其為成功的平台角色。此一平台角色有如孵化器，透過平台業者不僅可以取得所需資源，更在其中孕育出新的設計走向、開拓市場與通路，明確後續中長期發展的走向，業者對平台的肯定，正能顯示其存在的價值。文創平台互動性的特質，大量資訊又能從互動中衍伸出來，文創業者將不需要各自盲目搜尋以及尋求可用資源，未來前景發展榮景指日可待。此一成功的平台模式未來可不斷複製，未來可以複製到全台各個文創聚落，可以加速對文創產業發展與業者升級，帶來實質的助益。

This research mainly focuses on the study of cultural creative design integrated with lo-cal industry counseling. Besides introduction of the development history of domestic and foreign cultural and creative industries, this research takes domestic and foreign cultural and creative parks as examples to analyze successful business model of each cultural park to enter the center of the research─Yilan Cultural and Creative Counseling Project to analyze the current local cultural and creative industry policies enacted by the government and industry status for past 20 years, and to examine the provision of relevant domestic policies and resources to see whether they meet the professional executives’ needs to run the business. If the relevant policies are not sufficient, what will be the best solutions to offer so that the government's resources can be effectively applied to the Yilan Cultural and Creative Counseling Project?

An interactive platform generated from the Yilan Cultural and Creative Counseling Pro-ject plays an successful role on all aspects to the entrepreneurs who participate this project after three years of verification with the feedback from the entrepreneurs. This platform functions as an incubator. Through the platform, not only can the participants obtain the required resources but also create new design trends, develop markets and channels, and clarify the direction of the medium and long-term of future development. The industry’s affirmation of the platform can show the value of its existence. With the interactive nature of the cultural and creative platform, a large amount of information can be derived from the interaction, so the entrepreneurs will not blindly search for available resources. The future prospects generated from this platform will be just around the corner. This successful platform model can be replicated in the future to every cultural and creative parks around the island and this can help to accelerate the development of cultural and creative industries, advance the participants’ professional capacity , and bring substantial benefits.
