警政預算執行績效對治安改善之影響
The Impact of Budget Performance Measurement on Social Security Improvement by The Administration of Local Police Stations
摘要
近年來隨著政經環境與社會結構的變遷，使治安工作面臨極重大的挑戰，雖然警政機關提出了很多的改革方案，但未來之改革又無一合理的數據說其革新之成效，故藉由本研究來瞭解其有限的資源是否被有效的運用，同建構具有科學性、公平性及兼具偵查與預防的績效評估模式，並建立一個警示機制，以適時提出相關改善治安問題。 本研究採用資料包絡分析法，衡量22個縣市警察局近十年來警政預算及人力的投入對治安改善之影響，包括了整體效率、技術效率及規模效率之整體分析，並透過該模式之敏感度分析瞭解其人力運用、獎勵金之發放、設備之建置及一般經常業務費之支用情形是否有效率的被安排與運用。並利用一般迴歸分析瞭解其攸關的主要變數，建構一套兼具預防及偵查的績效衡量模式，最後更透過Logistic迴歸分析建立一個績效不佳的警示衡量模型，以提供一個適時的改進建議。 研究結果顯示，在22個縣市警察局220個被衡量單位中，大部分顯示出警政預算執行的成效尚具有大幅的改善空間，故希望藉由本研究所建立的模型，來瞭解各項主要的攸關變數對績效的影響，以作為其未來革新之建議，並透過警示機制的建立，可隨時瞭解其執行成效，以使預算及人力能作更妥適的安排，進而確實改善及遏止日益敗壞的治安。

By reason of the rapid change of political , economical environment and social structure for recent years makes social security facing the extremely challenge．Although the police station have provided many reform policy，but it have no reasonable statistics to prove the future reform performance．By this research we can realize the limited resources which would be applied efficiency or not，establishing the performance measure model having scientific，fair，detective，preventable characters and the warning system which would provide related improvement of social security policy properly． This study used Data Envelopment analysis method to measure the police administration budget and manpower participation on the effect of social security improvement for twenty two county and city bureaus in recent decade，including totally analysis of aggregate efficiency，technical efficiency ,and scale efficiency．We can use this model’s sensitive analysis to understand the manpower application，reward paid，equipment purchase and the spending of general daily affair fees would be arranged and applied efficiently or not．We also take general regression analysis to understand the related major variable and establish a performance measure model which have preventable and detective function．At last we further take logistic regression analysis to establish a warning measure model of bad performance in order to provide a proper improved suggestion． According to the result of research reveals that the performance of police administration budget execution mostly shows it still have a large improvement range in two hundred twenty measured units of county and city bureaus ．Hopefully we can realize every major related variable on the effect of performance by this model to make future reform suggestion．We can also use the established warning system to realize the execution performance anytime．It will make the budget and human resource a proper arrangement and definitely improve and prevent the gradually corrupted public order．
