土壤污染場址調查與評估—以一農藥工廠為例

摘要


本研究目的,在於討論土壤污染調查及判定,藉以採用調查項目及方法,並依法規定或討論建議之判定標準,以一農藥工廠為例,界定其廠址之污染範圍及程度,以供研究整治計畫之依據。 該農藥工廠面積約11.4公頃,共分已知及未知污染兩大區;將已知污染區細分5區;未知污染區則未再分區;共計採樣點73點;採樣方法為雙套管採樣法,每採樣點分別檢測0~1.5m、1.5~3.0m 、3.0~4.5m或4.5~6.0m數層;檢測方法參採我國環保署及美國環保署公告之檢驗方法;其判定標準則參採我國法規規定及國外文獻加以研定。 經檢測及判定結果,顯示歐殺松、4,4'-聯呲啶、一品松、四氯異苯晴等污染物分別於L8區、E區、L區、L區超過判定標準,其污染深度歐殺松為0~1.5m、4,4'-聯呲啶為0~3m、一品松污染深度為0~4.5m皆有、四氯異苯睛為1.5~3m 由本案可顯示,對於農藥污染成分如上述歐殺松等之調查方法,污染判定標準,急待制定公布,以資遵循。

The purpose of this study is discussion on the investigation and evaluation which is relating to the soil contamination. First of all, the method of study is to establish the investigation items and examination methods and also to formulate an evaluation criteria follow by regulation or by discussion from the reference literatures. This study base on a case of pesticide factory to define the scope and degree of site contamination and hopefully, to propose the suggestions of site remediation. The area of pesticide factory is about 11.4 hectare. The site was divided well known and unknown polluted section. Furthermore, the well known polluted section was divided 5 subsection; and unknown polluted subsection was not divided anymore. The total sampling points were 73 points. The method of sampling was adopted dual tube soil sampler , the depth of each sampling point were 0 ~ 1.5m, 1.5 ~ 3.0m, 3.0 ~4.5m, 4.5 ~ 6.0m, respectively. The examination methods were followed the method which was the promulgation by EPA Taiwan and USA. As a result , the evaluation standard was reference to the regulations of domestic and international literatures. The results of investigation and evaluation were indicated that: the pollutions of Acephate, 4,4’-Bipyridine, EPN, TCIPN etc were distributed on L8, E, L, L subsection beyond the evaluation standard, respectively. The depth of polluted layer of soil were Acephate between 0 ~1.5m; 4,4’-Bipyridine between 0 ~ 3m; EPN between 0 ~ 4.5m, TCIPN between 0 ~3m, respectively. Moreover, the result of this study was shown that the investigation methods and the contamination standard regarding to the components of pollutant, such as Acephate, 4,4’-Bipyridine, EPN, TCIPN etc needed to promulgate in the near future in Taiwan.
