摘要

網際網路是廿一世紀發展潮流，亦是洞悉國家競爭力的重量指標之一。為因應此趨勢，政府對網際網路相關推動方案及策略可謂積極進行。本論文研究目的為確實探析我國網際網路相關發展策略及應用於網路之科技成果，提出完整輪廓探討，以祈對我國開創網際網路有所助力！
基此，本研究首以我國NII小組主導網際網路推動命脈之NII(90.04.04改為NICI)策略為主軸，與政府歷年逐項實施之國家重大發展計劃，如電子商務、全球運籌、知識經濟、網路安全、e化策略及挑戰2008六年(91~96)國家發展重點中之數位台灣計畫與教育學術網路規劃等方向為縱軸，相互分析研究。同時提出與網路相關之技術應用研究，如研發設計連線監控機制以改善無線區域網路傳輸品質；設計網路安控的目錄存取管理系統；及發展網路應用介面平台技術提供資訊服務等，以作為本研究內容。
至於研究依據係採我國推動之重大策略方案計畫及網路相關科技作為研究文獻。如NII推動方案、iAeB推動方案、全球運籌發展計畫、知識經濟發展方案、我國通資訊基礎建設安全機制計畫、國家資訊通信發展(e化)方案、六年國家發展重點中之數位台灣計畫、資訊教育總藍圖等。網路技術研究係參酌IEEE、LDAP及JAIN等相關標準協定與設計應用。依此研究方法為彙集我國有關發展網際網路之策略資料，並參與3C-SRB策略、行政院科技顧問會議等進行研究探析。
本研究結果可歸納兩部份，即策略面與技術面。在策略面方向上有七項國家網際網路重大議題研究範圍之規劃研究成果。在技術面方向上有三項網路相關科技之設計研究應用成果。

The Internet is the development trend of the 21st century and is one of the weighting indicators to understand the competitiveness of a country as well. For responding to this trend, the Internet related promotion program and strategy of the government could be aggressively carried out. The study of this thesis is aimed at the accurate analysis of our Internet related development strategies and its network application technological results and propose a complete frame for discussion so as to be helpful to our creation of the Internet applications.
On such basis, this study has used the NII (amended on April 4, 2001 to NICI) as the main axis of promoting Internet development strategy of our NII Group plus National Major Development Projects being carrying out gradually in the past few years such as, e-Commerce, global logistics, knowledge-based economy, network security, e-Strategy, and the challenge of Six-year (2002~2007) National Development focal Plans in e-Taiwan and the TANet planning as its vertical axis for mutual analysis and study. In the meantime, we propose the Internet related technological application study such as, R&D and design of connection monitor mechanism to improve wireless LAN transmission quality; design network security monitoring content retrieval management system; and developing network application interface platform technology providing information service, etc. as the content of this study.
As to the study base, we adopt as our study documents in our promotion of major strategic program projects and network related technologies. For instance, NII program, iAeB program, Global Logistics Development project, Knowledge-based Economy Development program, Taiwan Communication & Information Infrastructure Security System project, National Information & Communication Initiative (e-Strategy) program, Six-year National All Development in e-Taiwan Plan, Information Education Blueprint, etc.. The networking technology study is referring IEEE, LDAP, JAIN, etc., related standard protocols and design applications. Based on such study, we have collected the strategic information related to developing the Internet and referred also to the 3C SRB Meeting and STAG Board Meeting conclusions and recommendations.
The study results can be concluded into two parts, that is Strategy and Technology aspects. On the strategy aspects, there are 7 national Internet major issues scope of study planning study results. On the technology aspects, there are 3 network-related technology design and research application results.
