光電產業運籌管理關鍵績效指標 -Fuzzy AHP之實證研究

摘要 繼資訊產業及半導體產業之後,全球光電產業在各國政府的政策積極推動與扶持及傳統光學、電子產業界的積極投入之下,近年來持續呈現高速發展趨勢,成為另一項發展的指標性產業,無論先進國家或是發展中國家都一致看好光電產業之潛力,積極投入光電產業的發展。然而,繼1997年金融風暴後,2007年下半年爆發美國次級房貸風波,突如其來的金融海嘯衝擊金融體系,總體經濟不佳持續影響市場需求,提升產業競爭力,強化企業管理以及找出最佳化關鍵績效指標,儼然已成深值企業重新思考與解決之重要課題。 本研究透過相關理論及過去相關文獻探討與啟發,運用平衡計分卡(Balanced Scorecard, BSC)的觀念,擬定包含4個構面、28項評估指標之我國「光電產業運籌管理關鍵績效指標」架構,作為模糊層級分析法專家問巻設計基礎與評估準則篩選依據;並透由模糊AHP法來求取各項指標之相對權重值,透過層級串聯後各構面之相對權重值及其整體排序,得知光電產業運籌活動,推動提升效率應優先改善之指標項目,進而能提供組織決策者在研擬改善對策時的參考,希冀透過本研究提升台灣光電產業績效與運籌管理能力,強化創新、加快速度、彈性與效率、降低成本、提升品質、進而提升本身核心競爭力,再創全球競爭優勢。

ABSTRACT The Photonics Industry, on the global scales, is aggressively promoted and supported by government policies in many countries right after the rises of Information Technology Industry and Semi-conductor Industry. With active participation and involvement from the traditional Optics and Electronics Industries, the Photonics Industry has seen rapid growth in recent years and has become another key developing industry. Both developed countries and developing countries have set sights on the great potentials of the Photonics Industry and invest highly into its development. However, after the economic crisis in 1997, that the subprime mortgages predicament occurred in the second half of 2007 in the US had caught the world unprepared and shocked our financial system. The weakened economics has then affected our market supply and demand since. Therefore, how to increase industrial competitiveness, strengthen business managements, and identify the key performance indicators (KPI) have become the top priorities for all corporations to rethink their strategies and to find new solutions. Through related theories and documents, this study discusses and inspires the use of Balanced Scorecard (BSC) concept, which covers 4 dimensions and 28 key assessments which is the frame structure of our Key Performance Indicators of Business Logistics Management in Photonics Industry. The purpose of such indicators is to be used in the questionnaire design stage and as the basis for evaluation in the Fuzzy Analytic Hierarchy Process in order to obtain the fuzzy weighting value for each indicator. After Series of Hierarchical, each dimension’s fuzzy weighting value has been set in order for us to understand the Photonics Industry’s logistics activity and to increase its efficiency and prioritize the order for improvements, which would provide decision makers with key references when they draft new strategies. With this study, we hope it would help increase the efficiency of Taiwanese Photonics Industry and their logistics management ability. In order to obtain global competitive advantages, we must strengthen our creativity, make haste of our process, and be flexible and efficient as well as lower our cost and increase the quality, and finally increase our core competitiveness.
