輸電系統可靠度及多重故障分析

摘要


本文提出一套模擬流程,應用PSS/E軟體,分別對於七輸依計畫執行及不建七輸兩種假設,進行工程期間99年到104年,各年的預期停電量(包括限電量及事故停電量)之模擬,最後統計執行七輸所減少的用戶預期停電量的效益。 首先針對負載與發電機組進行假設。在負載部分,以小時為單位,計算負載相近的時點之平均值,並合併為一個時段,最後將日負載曲線區分為五個時段進行模擬;在發電機組部分,假設99年~104年核四電廠在模擬期間(指夏、春、秋月的工作天)均滿載發電;但對於林口更新中,且其聯外的345kV輸電線工程屬於七輸計畫的發電機組,假設其發電容量受制於七輸計畫。最後,分別以七輸依計畫執行及不建七輸的輸電系統網路,依據發電機組的調度順序、前述負載時段計算原則,使用PSS/E模擬各時段的N-1分析,估計99年~104年的預期停電量,最後統計實施第七輸變電計畫可減少的預期停電量。 除此之外,本文亦以IEEE-9匯流排系統為例,應用PSS/E進行N-1、N-2與N-1-1分析,比較N-1-1與N-2的預期停電量。模擬結果顯示N-1-1的預期停電量比N-2小,亦即,若系統發生N-1-1事故,比發生N-2事故,其停電規模較小。

This thesis proposed a simulation procedure which used PSS/E software to evaluate the Expected Energy not Supplied for Taipower’s Seventh Transmission Investment Project from year 2010 to year 2015. Then the benefit of the reduction on the Expected Energy not Supplied by implementing this project was calculated. First, the data assumption was made on the loads and generators. Because the load is measured by hour, similar loads across a time period were pooled to calculate their average for that time zone. The daily load curves divided into 5 time zones were taken for simulation. Two assumptions were made for generators: (1) The 4th nuclear power plant was in full load generation mode during the picked days (the working days in summer, spring, and autumn seasons). (2) For Lin-Kou power plant upgrade project and its associated 345 kV transmission line included in the being studied Taipower’s project, its operation capacity was affected in accordance. Finally, the two electricity transmission networks representing whether or not the Taipower’s Seventh Transmission Investment Project is deployed were compared based on the generators’ working schedules and above load calculation rules. The N-1 situations were simulated by PSS/E for the estimation of the Expected Energy not Supplied during year 2010 to year 2015. The statistics showed that a benefit will be introduced from the deployment of Taipower’s Seventh Transmission Investment Projectof as the reduction on the Expected Energy not Supplied. In addition, this thesis used PSS/E to somulate the IEEE-9 bus system for N-1, N-2, and N-1-1 possibilities in order to observe the characteristics of the network after accidents. The results showed that the Expected Energy not Supplied for N-1-1 is smaller than that for N-2.
