摘要 本研究採用多個國家的縱橫資料 (Panel data) 分析影響各國網路使用的因素以及網路使用對經濟發展的影響。我們使用最小平方法 (OLS)、兩階段最小平方法 (2SLS) 以及三階段最小平方法 (3SLS) 等進行實證分析。源於內生性與效率問題,檢定結果顯示三階段最小平方法模型最佳。資料來自世界銀行以及國際通信聯盟 (ITU),包含 200 個國家 1988 至 2011 年的資料。實證結果顯示影響網路使用的因素包含教育、國民生產毛額、英語程度以及資訊技術服務等。另外,網際網路使用對經濟發展有顯著之正向影響。

Abstract This dissertation explores the determinants of Internet use and how Internet use impacts economic development by using multi-country panel data. The estimation was performed via Ordinary Least Square (OLS), Two Stage Least Squares (2SLS) and Three Stage Least Squares (3SLS). The preference is given to the last one due to correction of endogeneity problem and efficiency gains. The determinants of Internet use investigated are: Education, Gross Domestic Product (GDP) per capita, English proficiency and Information Communication Technology (ICT) infrastructure. And the economic development is measured by Gross Domestic Product (GDP) per capita. Data from the World Bank and the International Telecommunication Union (ITU) - covering 200 countries over the period 1988 to 2011- are combined to allow for empirical investigation using dynamic panel data. The results suggest that English proficiency is significantly important to the use of Internet and countries benefit from increasing Internet use. Since Internet use is extremely important to economic development, we propose some policy recommendations for both developed and developing world.
