中文摘要 近年來因經濟成長及生活水準提昇,造成全球能源短缺,影響到台灣 電力公司的發電成本,進而逐步調漲電費。對資通信交換機房而言,無疑是一大筆的用電成本增加。因為通信設備,必須維持全年365 天,每天24小時,不能停止運轉;所以,如何在無重大負載變化前提下,選擇有利的計費方式是一重要的研究課題。 本文以中華電信公司的通信機房用電模式來探討在複雜的台灣電力公 司電價表中,以相同的用電情況下,如何利用簡易的評估表來選擇各種不 同的用電種類,來判斷最佳的用電計費方式。因為在相同的用電情況,依 與台灣電力公司所訂定之不同用電方式,將會有著不同的計費方式,其結 果也會造成電費不相同。此外,本文嘗試著以幾個資通信機房進行實證研究來比較其電費差別,以求得最佳用電模式。 本文研究結果,顯示在穩定無重大負載變化的通信機房在高壓用電的 部份應選擇三段式時間電價計費,而在表燈用電部份應考慮其用電度數判 斷後是否使用表燈時間電價,最佳契約容量的部份經過評估和轉移之後還 能有節省用電成本的空間。本文證明通信機房應隨時注意用電管理的重要 並進而可供具有相同負載特性的用戶來做為評估使用的參考。
ABSTRACT Recently, the problem of the global energy shortage has become worse due to pursuit of economic growth and improvement in living standards. The impact of the cost of the power generation forces the Taiwan Power Company to adjust its electricity rates gradually. It is indubitable for the telecommunication PBX (Private Branch Exchange) center to have an increment in the power consumption cost because all telecommunication facilities are required to maintain their operations all the time. Therefore, it is important to choose a good contract for curtail the cost of the power usage under the circumstance of no major variation of loading. In this study, the power consumption model of the telecommunication control center in the Chunghwa Telecommunication Company has been adopted for investigations. Under the condition of the same power consumption, a simplified analysis table has been utilized to choose different power consumption categories from the complicated electricity rate tables, and then determine an optimal method for power consumption. Based upon various pricing policies given by the Taiwan Power Company, it has different electrical expenses even though they have identical electrical consumptions, whereas empirical results among telecommunication control rooms are also presented to find an optimal solution. It has been proven that the three-phase contract should be adopted for the high voltage power consumption in telecommunications control centers under the environment of no major variation of loading. On the other hand, the telecommunication equipment rooms with a lighting service should also consider the power consumption of the lighting service. In summary, an optimal contract can reduce the cost of the power consumption under the circumstance of no major variation of loading.
