More and more people concern the issues of education due to the implementation of the twelve-year compulsory education. Among many educational problems, the school dropouts’ problem has often been discussed. School dropouts’ management is a tough problem, and it requires collaboration from different organizations including local police stations, local government agency, and the Ministry of Education. However, the lack of efficient communication with parents’ pressure or non-cooperation, school officials feel weak to do anything. Anyway, how to help those dropouts back to school efficiently is a major issue. In this study, the Unified Modeling Language is used to analyze the defects of current systems. In addition, a new frame to make systems easier to handle is created. Such a new frame can also reduce school administrators’ burden. In that way, they have more time to care about dropouts and get them back to school.
