民意機關網站規劃建置之成功關鍵因素

A Study of the Critical Success Factors to Implement the Legislature Website

摘要


民意機關為民服務資訊系統,可概分為全球資訊網站、外部服務系統及內部行政業務系統。面對資訊網路時代人民參與公共事務的機會增加,選民對政府服務的品質及效率要求相對提高,政府施政的方向和角色,應不斷地創新與改造,設法滿足廣大民意族群的資訊供給,以提昇問政品質。 數位時代的來臨,資訊網路變成生活的一部分,因此如何整合架構高品質的網站,打造電子數位化的行政單位,以透過網路增進為民服務的效率,將是政府單位和民意機關面臨不可避免地變革,勢在必行。 因應電子化政府的政策要求,桃園縣議會於民國100年時成功辦理網站改版更新。這是一個因為政策或需求提昇,導致組織變革,而成功進行民意機關的全球資訊網站建置與改革的過程,可以作為本研究的典型範例,故將以這個個案為主題,對其資訊系統規劃建置的經過與做法進行分析,從而歸納出民意機關的全球資訊網站規劃建置之成功關鍵因素。 本研究透過深度訪談,發現對於組織變革的引導與決策的不同面向,對於內部資訊管理系統的資訊科技人員,與各部門合作完成,才能讓系統成功維運。本研究針對民意機關網站規劃建置時提出下列幾點建議:一、組織創新變革,面對民意需求,積極的態度去整合。二、組織對於權責分配,主導變革者必須加以了解、溝通和協商。三、明確依職掌權責規範,而非單一部門統籌與協調,或以委託規劃或建置廠商、或以合約驗收手段為最終建置成功理由。四、隨時提供「民意需求」回應功能介面,創新調整網站功能面向導向民意服務。五、即時資訊個人化立場鮮明易造成意識型態的政治操弄,授權部門管理以抑制政治利用。六、建立一個長遠性資訊系統,使機關不會因組織變動而失去價值。

The public information forum of legislature consists of worldwide web sites, external and internal administration systems. Voters request high quality as well as high efficiency of the government services, due to the increase ofpopulation participating in public affairs in the modern Internet era. The aspects of the government administration are requested to be creative continually and amended to meet their requirements in information sharing. Internet becomes part of people's daily life in the digital age. Therefore, the government and the legislature have to integrate and construct high quality electronic services inevitably at the aim of bettering the infrastructure. Per the E-government's policy, Taoyuan County Council successfully updated the web site in 2011. In this study, it is considered as a representative model, which innovated since the policy or increasing demand. The process of the construction, the manners and the key factors for the successful case are well studied. Through in-depth interviews, it was realized that the internal administrative information system proceeds highly depending on the aspects of introductions and strategies of the organization transforms. Consequently, some suggestions were proposed as follows for those legislative organizations to establish similar electronics services: (1) Aggressive attitude towards the organization innovation and general public request (2) Decision makers should fully understand and communicate within the organization regarding roles and responsibilities. (3) clearly define Role and Responsibility, not just to assign a single department to be responsible, or outsource third parties for planning, designing and setting up, (4) construct a timely interface system of public demand and creatively adjust website’s function to be public service oriented, (5) real-time information is easy to show individual’s opinion that will result in political manipulation of ideology; therefore, it must authorize dedicated department to manage and prevent political manipulation, and (6) establishment of long-term information system within the organization so that system could stay effective regardless of future organizational changes.
