組織人力資源總體素質評估模式研究—以國軍人才招募為例—

摘要


「人力資源功能的特性,在於從人員的面向上,也就是從人才來源或人力素質,去增進組織的生產力及效能。」這個想法是在建立人力資源功能的願景時,重要的基礎之一。在今變遷迅速的國際化社會中,各行各業無不面臨前所未有的競爭壓力,而人力資源管理已成為企業創造優勢競爭能力的關鍵。 在國軍組織精簡後,國軍要建立的是一支「量小、質精、戰力強」的國防武力,因此招募素質高、役期長的人力,以強化主戰部隊戰力,已然成為建軍必然趨勢。基此,本研究運用多目標決策方法中之層級分析法(AHP)建構軍中招募人才素質之評估準則,並將軍中人力來源概區分為「科班軍官」及「招募軍官」兩主要部分,藉以建立人力資源總體素質之評估模式,以此改善軍中人才招募缺失。 本研究以「國軍人才招募」為例,來驗證所提建立人力素質評估模式之可行性與有效性,進而要讓不同來源之人力能夠整合起來發揮組織更大的綜效。藉由專家訪談設計問卷並針對實際從事人力管理、招募之業務主管與專業幕僚實施問卷,經各項科學工具輔助驗證,其結果與本研究理論、評估架構均一致,證實本研究所提之人力資源評估準則可有效應用於招募人才素質評選模式。藉此建立評估架構,甚至作為未來不同招募來源分配比例,建立質重於量之最適化組合模式,以達成組織精簡、人員素質高,而戰力不墜之強大國防勁旅。

「The function of Human Resources is to improve the productivity and efficiency of the organization through talent source or manpower quality.」It’s one of important foundation in building up the human resources function. Human Resources is becoming to be a key advantage while most of enterprises are face keen competition in today’s rapid changing international society environment. The military intend to build up a 「less quantity, high quality, plenty fight」national defense force. Recruiting high quality and long service years of manpower to enhance main fight force is the tendency of building up military. Therefore, this research sets up the talent quality evaluation criterion for military recruitment by using analytic hierarchy process (AHP) of multi-objective decision. And through divided the human source into(regular training officer)and(recruiting officer)two portion to build up evaluation mode for total human resources quality in order to correct faults of military recruitment. This research based on(military recruitment)to verify the possibility of aforesaid human quality evaluation mode. Then, to improve the organization efficiency by combining varied manpower. After interviewed with experts and designed the questionnaire for the person who participated in human resource management and recruiting. By using scientific tools check the results which conform to this research evaluation structure. It means, the human resource evaluation criterion is available to apply on talent quality evaluation mode. Through it to set up the evaluation structure then build up a less quantity with high quality model team. Finally, we can reduce organization size with high human quality and plenty of fight of military.
