利用AHP建構半導體公司工程人員績效評估指標

摘要


近年來全球半導體日漸穩健成長,產品功能也日趨複雜,製程愈為精密,因此人才的需求日漸提升也成為半導體企業的核心資產。半導體人才的管理也日亦重要,隨著工程部人員日漸增加,必須建立一套有系統以及有組織的工程人員績效考核制度,因此本研究提出針對工程部人員的工作特性以及個人素質建立一個量化的客觀績效評估指標。 本研究的流程為先以文獻探討、專家訪談及架構因子關係等方法,建構半導體工程人員績效評估指標,以分析層級程序法設計專家問卷,問卷的發放對象以半導體工程部主管為主,並分析所蒐集到的資料,計算出工程人員績效指標的權重關係。本研究以半導體公司工程部門為實證案例進行研究分析,以驗證本研究所提方法的有效性,並提出結論與建議。本研究依照不同屬性之工程部門予以分類,工程部專家認為最重要的績效評估指標為「執行能力」與「團隊合作」,而其對應的個別屬性權重又以「執行效率」與「整合溝通能力」的比重最高。由此得知,工程部人員不但要有很強的專案執行能力,在處理跨部門的專案時還需要有整合溝通能力,才能將工作順利的完成。不同部門的績效評估指標也具有差異性,例如廠務部門以「團隊合作」所占的比例最高,薄膜工程部和製造部皆認為「執行能力」最重要。

Recently, global semiconductor industry grows steadily, product function becomes even complex, and manufacturing process becomes more precise. Therefore, the demanding of high-tech engineers becomes even higher, and engineers are being the core assets of the semiconductor industry. The human resource management of engineers becomes more important, and the development of performance evaluation system for engineers is essential. This research is to design objective performance indices for engineers based on job requirements and personal traits. This research first built proposed performance evaluation indices based on literature review, interviewing with experts, and factor relationship structure. Questionnaires designed with analytic hierarchical process (AHP) method were sent to managers of the semiconductor companies. Next, the weightings of the performance indices were calculated based on the response data. The methodology of this research was verified by collecting and analyzing survey data from the engineering department of a typical semiconductor company. The results showed that the most important factors were execution capability and team work, and the most important associated attributes were efficiency and communication ability. The weightings of the performance indices may vary with engineering departments. The facility department may consider the team work is the most important one; however, the manufacturing department and the process engineering department may think the execution capability is the most important one.
