智慧型電網之網路與資訊安全標準之研究

The Study of Communication and Network Security Standards for Smart Grid

摘要


隨著智慧型電網的蓬勃發展,網路安全與資通訊技術可以說是其未來發展的重要關鍵,因為智慧型電網系統的可靠性與穩定性需藉由資通安全技術來達成。本研究根據美國國家技術標準局(NIST)制定的智慧型電網相互操作性標準發展藍圖,蒐集目前主流的智慧型電網相關標準,探討電力系統通訊網路的可靠性、安全性等資安技術,並整理智慧型電網重要事例(Use Case)的資安需求。本文並以變電站自動化為例,分析其資安架構、電力系統的安全規劃,與防護措施,進而闡述達到穩定性、可靠性兼備的智慧型電網系統之相關標準與規範。

The information and network communication securities are the key ingredients for the stability and reliability in Smart grid system. Focusing on the network security aspect, we explore and outline some of the important requirements identified by the NIST framework and roadmap for Smart Grid interoperability standard. The thesis briefly explains the structure of standards including BACnet, DNP3 and IEC61850. We illustrate use cases and present power substation automation as an example with emphasis on the the security requirement of IEC 62351 and NIST IR 7628. The goal is to provide first-time readers an entry point to the core of guidelines and requirements more easily.
