警務通譯華語教材初探:以越南語為例

摘要


台灣有近 87 萬名不諳中文的外籍移工和外籍配偶,涉外案件中亟需通譯人員的協助。然而,多數的東南亞籍通譯雖通曉生活華語,但對於跳脫日常語境之法律用語無習得管道,此缺失致使我國需法律協助的移民、移工等在司法上的地位處於弱勢。對此現象,本研究認為,華語教學在走向國際市場的同時,也應從日益增長的移工,與為其服務的通譯員的角度出發,為通譯員發展通譯華語教材;一方面落實國際公約中所保障的移工的司法人權,一方面也補足台灣通譯華語教材的完整性,使課程更符合廣大通譯華語學習者的需求。 本研究在先行研究中訪問了社區通譯員,結果顯示其在協助警局製作筆錄時警方所使用之行話、台灣在地俗語,都遇到相當的困難。有據於此,本研究試圖透過田野調查法,向3位社區通譯員、3位社工員與4位警察進行田野調查,觀察其工作內容與流程,並進行訪談與資料收集,彙整出可供警務通譯員參考之華語教材,並嘗試發展此類華語教材的編寫模式,希望此研究能作為後繼研究的試金石,更期待未來各案件類型、各場域的通譯人員都能有相當的華語學習資源能參考。

The 870,000 migrants and migrant workers in Taiwan, with limited knowledge to Mandarin, are desperately in need of the assist of community interpreters when being involved in incidents concerning legal procedures. However, even the community interpreters know well how to speak Mandarin in daily life, there is still inadequate methods for them to further acquire Mandarin that is used under a legal context, which might lead to damage to the rights of migrant people. Thus, the study aims to develop a Mandarin teaching material for community interpreters especially in the police station context so as to cater the needs of the learning needs of police interpreters. The study first interviewed police interpreters and the results displayed that there are some difficulties for them to comprehend special jargons, local expressions and colloquialism of local police officers. In light of this, the study conducted a field research and interviewed 3 interpreters, 3 social workers and 4 police officers to collect the practical actions and opinions and the necessary knowledge of the field of police interpretation. Next, they study confirmed the principles of developing such a teaching material and developed the essential learning topics for police interpreters. Finally, the study designed a unit of a textbook as a demonstration to show a possible material design pattern.
