摘 要 本研究以桃園縣國民小學教育人員為問卷調查對象,其目的在探討國小教育人員對於學校本位教學視導「理想面」與「實際面」實施內涵之看法,以及調查學校本位教學視導實施策略之意見,以供教育行政機關及有關學校參考。 本研究採用問卷調查法。以自編「國民小學學校本位教學視導實施內涵與策略調查問卷」進行調查,共發出642份,回收599份,回收率達93.3%,其中有效問卷為564份,進行統計分析。根據所得研究結果,彙整主要研究結論如下:一、桃園縣國小教育人員知覺學校本位教學視導實施內涵的理想面屬「重要」程度,實際面屬「中上」程度;且理想面高於實際面。二、桃園縣國小教育人員知覺理想與實際實施內涵受到性別、年齡、現任職務、服務年資、最高學歷影響而有所差異。三、桃園縣國小教育人員普遍認為教務主任最適合擔任學校本位教學視導人員。四、桃園縣國小教育人員普遍認為推動學校本位教學視導工作最佳方式為「鼓勵教師同儕間相互合作,分享教學經驗」;教育主管機關最重要的職責為「辦理教學視導研習,以充實相關知能」;最佳配套是「減輕教師教學以外的工作負擔」。五、桃園縣國小教育人員普遍認為「工作繁忙」與「缺乏誘因」是致使學校本位教學視導工作無法落實的主因。六、桃園縣國小教育人員對於實施學校本位教學視導理想運作程度看法,以「部分實施與「大部分實施」的期望居多,並受到實施環境、年齡、服務年資影響而有所差異。最後,根據研究結果,提出對於教育主管機關、學校方面、教師本身以及未來研究之建議。
Abstract The purposes of the study were to understand the elementary schools educators’ points of view about the ideals of school-based instructional supervision and actual contents of instructional supervision in Taoyuan County;the study also tried to investigate the staffs’ opinions about how to apply the strategies of school-based instructional supervision and provide the suggestions for schools and educational administration. The questionnaire was “The strategies and practice of School-based Instructional Supervision in Elementary Schools”. There were 642 questionnaires distributed and 599 questionnaires had been received; the rate of the received questionnaires reached to 93.3%. The valid sample was 564, which can conclusions are as follows: 1. The educators’ awareness of ideal level in the practice of contents of school-based instructional supervision indicated “important” degree; however, the awareness of practice level indicated upper-medium degree in elementary schools of Taoyuan County; therefore, the ideal level was higher than practice level. 2. The educators’ awareness of ideal and actual level in the practice of contents school-based instructional supervision were affected by gender, age, post, seniority, academic background of educators in elementary schools of Taoyuan County. 3. In general, the educators in elementary schools of Taoyuan County considered that the deans of studies would be best person for school-based instructional supervision. 4. In general, the educators in elementary schools of Taoyuan County considered that the best way for doing school-based instructional supervision was the encouragement of cooperation and sharing teaching experience among colleagues; the most important duty of educational official administration for doing school-based instructional supervision was to hold the study and research of instructional supervision and learn the knowledge of instructional supervision; the best way for doing school-based instructional supervision was “reducing the teachers’ work-load except teaching”. 5. In general, the educators in elementary schools of Taoyuan County considered that the main reason why the school-based instructional supervision did not function well was ‘heavy workload’ and ‘lack of incitement’. 6. The educators’ awareness of ideal level in the practice of contents school-based instructional supervision in elementary schools of Taoyuan County most belonged to the expectation of “partial practice” and “great partial practice”, which was affected by environment, age, seniority of practice. Finally, according to the results of the study, there are some recommendations for schools, educational official administrations, teachers.
