研發管理流程再造之流程設計行為探討-以TFT-LCD產業為例

摘要

企業處於全球競爭與微利時代的環境下，生存條件更為嚴苛艱難，為強化競爭優勢，導入資訊系統成為實行方法之一，面對產品生命週期快速縮短、大量客製化的需求與難以預測的市場供需變化，企業首當其衝的便是利潤的降低和資源的減少，因此積極尋求提升獲利的方法，而研發利潤的提升，成為了最佳進入點。研發資訊系統相對於一般企業系統要來的特殊，由研發作為進入點，進行提升資訊化與改造等程序，將會形成許多難以解釋的複雜行為與現象。觀察研發管理流程再造的程序發現，專業人員的流程設計行為不合理、非理性行為表現強烈，接近抗拒、衝突行為等情形，這些原因使得整個產品資料管理系統導入的專案時程延宕與資源不斷投入，呈現類似決策沈入的現象。
本研究主要以決策沈入理論來解釋研發管理流程再造時，專業人員對於流程設計的行為模式，透過行為理論的解釋與分析，找出非理性的流程設計行為其形成的動機原因與理由，根據探討專業人員在非理性設計行為表現的結果，說明研發管理系統導入過程中，存在著決策沈入的現象，也就是系統導入發生困難與障礙的原因。希望研究的發現，能夠提供企業在進行研發管理流程再造時流程設計行為的參考，以及降低PDM系統導入的困難。
過去一些企業應用系統的研究裡，大部份都是理性因素的討論，很少討論非理性問題，而且通常討論的範圍也是在一般的企業應用系統中，對於PDM這種涉及研發專業人員，使用者身份較特殊的系統甚少提及，更少有以決策沈入的角度，說明研發流程設計行為的種種考量，及其中非理性因素產生的可能原因、動機，對再工程、以及對產品資料管理系統導入的影響。因此本研究套用決策沈入理論，以三種行為理論來解釋專業人員的行為模式和分析企業流程再工程的非理性設計行為表現。研究結果發現，三類解釋決策沈入的行為理論，其特徵頻繁出現在研發流程再造的流程設計行為中，也說明了PDM系統導入的因難、時程延宕等現象與決策沈入之間的關係。藉由研究的結果，提供企業在進行PDM系統導入時的參考，以幫助企業降低決策沈入對PDM專案導入的影響程度與導入失敗的風險。

Enterprises are under global competition and the environments of times of meagre profit, the condition is tighter and severe and difficult that survive, in order to strengthen the competition advantage, channel into the information system and become one of the track laws, shorten fast in the face of products life cycle , a large number of demand and market supply and demand change difficult to predict made and melted, it was reducing of the profit and reduction of resources that enterprises stood in the breach, so seek to improve the lucrative method actively, and research and develop the improvement of the profit , become best and enter a bit. The ones that researched and developed the information system to the general business system are special, ground breaking out to click in order to enter, improve the procedures , such as informationization and transforming ,etc. , will form a lot of complicated behavior and phenomenon difficult to explain. Observe the procedure researching and developing the procedure of managing and giving a new lease of life to and find , designs the unreasonable , unrational behavior of behavior and behaves strongly in procedure of professional personnel, close to resist , conflict behavior ,etc. situation, reason these make whole product materials Cheng procrastinate with absorbed constantly resource at the special project that administrative system channel into, it is similar to the phenomenon entered in decision Shenyang to appear.
This Research mainly to use Escalation theory to explain behavior mode of research and develop procedure of managing, the behavior which professional personnel design to the procedure, pass the explanation and analysis of the behavior theory, find out the unrational procedure and design behavior its motive reason and reason formed, according to probe into professional personnel in unrational to design the result that the behavior display, is it research and develop administrative system channel course into , have decision phenomenon that enters Shen to prove, that is to channel the difficulty and reason of the obstacle into and take place systematically. The discovery hoped to study, can offer reference of designing behavior of the procedure while researching and developing the procedure of managing to give a new lease of life to to enterprises , and reduce the difficulty channelled into in PDM system.
In the research of the application system of some enterprises in the past, the majority was all discussions of the rational factor, seldom discuss the unrational question, and the range that usually discuss is in the general enterprise application system, as to the thing that this kind of PDM involves researching and developing professional personnel, user's identity is mentioned very few than the special system, less to have in order to escalation angle that enter Shen, prove the research and develop all sorts of testing amount of designing behavior of procedure, and unrational possible reason , motive that factor produce among them, to project, and to products materials influence that administrative system channel into. So research this apply mechanically decision Shen enter the theory, the unrational design behavior of the project behave to explain professional personnel's behavior and analysis enterprise's procedure again with three kinds of behavior theories. Result of study find three explanation decision behavior theory that enter Shen , characteristic its appear in research and develop procedure that procedure give a new lease of life to design of the behavior frequently, too it prove PDM channel into the systems the difficult, when procrastinate etc. and made policy Cheng there aren't Shen. With the result of studying , offer reference while channelling into PDM system to enterprises, in order to help enterprises to reduce decision Shen enter influence degree channelled to PDM special project into with channel into the risk failing.
