政府機關資訊科技委外關鍵因素之探討
Study of the Key Factor Outsourcing the IS of Government Organizations
摘要
由於資訊科技快速的發展，國內企業為加速提升組織競爭力，均不斷利用資訊科技提供更多樣化的產品，更高品質的客戶服務，及更有效率的組織管理。為了克服並縮短與民間企業之間的資訊科技差距，在缺乏資訊方面之公職專才下，委外需求已刻不容緩，不管是私人企業或是政府機關，引用資訊委外遂即成為各個組織提升與獲取資訊科技的策略之一。 雖然，資訊委外在民間企業中行之有年，但委外失敗的案件仍時有所聞，亦造成很多企業不但未提升競爭力，反而增加其企業成本；反觀政府機構中，雖然不需考量其成本效益，但為國家、人民的口袋把關卻是目前最急迫切的要件。所以，本研究主要目的在探討政府機關單位在政府採購法的限制之下，所形成之成功關鍵因素為何。 本研究將運用紮根理論，進行個案深度訪談，以找出影響政府委外成效的關鍵因素，並經由AHP（Analytic Hierarchy Process）層級程序分析法分析成功關鍵因素的重要性。 經過本研究個案的分析與探討後發現，政府機關在資訊委外過程中，整理共有十項成功關鍵因素，其分別為發包商高階主管支持的重要度是最高的，遠比第二的雙方合作關係高出很多，第三是需求管理，第四是專案控管，第五是開發管理，第六是承包商技術能力，第七是承包商產業知識，第八是承包商之人力資源，第九是委外選商模式，第十是共同願景及組織。

Because of the development that information science and technology is fast, domestic enterprises are utilizing information science and technology to offer more diversified products constantly in order to improve the competitiveness of organizing with higher speed, more high-quality customer service, and more efficient organizational management. In order to overcome and shorten it with the scientific and technological disparity of information between folk enterprises, under the public office specialized personnel in lacking information, the demand has been already very urgent outside the committee, no matter individual enterprise or government bodies, then become each organization and improve and obtain one of the science and technology tactics of information promptly outside quoting the information committee. Though, information committee external folk enterprise a competent one have annual, but case that committee fail smell to some extent when being still, also cause a lot of enterprises not to not only improved the competitiveness , increase its entreprise cost instead; Review it in the government organs, though does not need to consider its cost-effective , it is the most urgent important document cut at present to check on the pocket of country , the people. This research will use the theory of taking root , will carry on the profundity interview of the case, influence the key factor of the effect outside government's committee in order to find out. Find while outside the information committee government bodies after analysis and discussion of this research case, put in order have in all ten success key factor, respectively for send its bag trader high-order importance that executive support degree most high, the cooperation far of both more sides than that of the second is a lot higher, the third is the traffic demand, the fourth is accused of being in charge of by the special project, the fifth is the development management, the sixth is contractor's technological ability , the seventh is contractor's industry knowledge, the eighth is the contractor's human resources , nine way of selecting etc. outside the committee, ten wish the scene and organize together.
