企業為進入全球化、網路化市場,商業行為不論營業方式、時間、產品及工具,其複雜度已非同日而語、變化更是日新月異,現今產業間的競爭更是10倍速於從前,在面臨市場及社會各種競爭,企業必須將重心放在發展其核心能力(core competence)(Prahalad & Hamel,1990),並減少人力支出、降低資金投入,同時提升資訊科技的投資報酬率及有效的運用先進技術,如此才能增進組織的競爭優勢。至於非核心競爭力之項目則以委外的方式處理,據統計其中又以資訊委外所佔的比例為大宗(于泳泓,2004),讓企業在專注並鞏固本身核心能力的同時,藉由引進外部資源與專業知識進而實施策略聯盟合作,以透過資訊委外產生新的創價流程與契機。 本研究將彙整相關文獻中探討影響委外成效的因素、委外業者及承包商所關心的事項,及其他可能影響委外成敗的因素以建立問卷問題,再透過對委外業者及承包商之問卷調查,研提可提升資訊系統成效委外之建議,以供參考。 爰此,本研究嘗試著回答下列問題: 一、統計業主和承包商在資訊委外運作過程各項工作評價的落差,做為雙方委外運作的參考。 二、分析業主和承包商在資訊委外運作過程各項工作的評價認知差異性,提供雙方訂定委外成效考核標準的參考。 三、分析影響資訊系統委外成效的關鍵因素,提供業主規劃委外合約時、及承包商建立專案計畫時的參考。 四、找出服務缺口項目,做為雙方改善建議。
From the viewpoint of business operation mode, timing, product type and tool application, complexity is enhanced sharply and variation is increased daily when an enterprise penetrates the globalized and cyberized market. Nowadays, the competition among enterprises is ten times than ever. Facing the various types of competition in the market and society, an enterprise should focus on the development of core competence, reduce the manpower cost and investment, improve the ROI of information technology and fully make use of advanced technologies; these will enhance the competitive advantage. As to the non-core competence items, those can be outsourced. From the statistics of outsourced items, information systems have the highest ratio. When focusing and consolidating the core competence, an enterprise can also introduce the external resource and professional knowledge to enforce the policy of strategic alliance, and outsource the information systems to create new value and opportunity. In this research, questionnaire was collected based upon the integration of effectiveness factors of outsourcing results discussed in the literature, the concerned items of [outsourcing dealers] and [contractors], and other factors which might impact on the success rate of outsourcing. Answers of this questionnaire from the [outsourcing dealers] and [contractors] were collected and analyzed; and suggestion to enhance the success rate of outsourcing information systems was proposed for reference.
