建構國防科技技術屬性轉化與商品化評選模式之研究—以某國防科研機構為例

摘要


國防科技本身就是經濟發展的主題,發展國防科技能夠帶動工業升級、提高經濟實力。民間企業和國防工業是一體的兩面,可視彼此需要相互支援轉換。國防科研機構扮演國防工業研發與生產製造的雙重角色,肩負著國防武器系統自主研發的重要使命,長期累積了豐富的國防科技技術研發成果。 然而,國防科研機構基於任務特性,偏重於前期之技術開發研究與國防武器應用,並未重視後期工業化生產製程及產品推廣應用,更由於法規及國防機敏性的限制,而難以將國防科研技術發展至商品化階段。同時,由於國防科技應用其技術規格多屬高端技術層次且具有高度複雜性,研發成果執行技術移轉也有許多國安考量及法規限制,其中所衍生出的技術及專利權,可能涉及到國防機密性,依現行的法規制度是無法直接運用於民生用途及技術移轉企業應用,必需透過技術成果一般化的轉換程序,方能順利接軌民間產業應用。 本研究首先經由分析將問題分為國防科技技術屬性轉化及商品化二個階段,透過修正式德菲法的資深專家訪談與問卷調查,以技術、法規、市場、應用與安全五個構面,分析出影響技術屬性轉化過程中的重要評估指標。接著,再以層級分析法評估國防科研機構在推動國防科研技術屬性轉化與商品化的構面與指標重要性。以此研究成果,建構出國防科研技術與商品化之評選模式,提供國防科研技術轉化與商品化評選參考。 為增進國防科研技術商品化效益,本研究提出適切修訂國防研發成果歸屬與運用相關法規,以提昇國防科技研發技術商品化動力。建置國防科技研發技術資訊整合平台,提供正確充足的資訊評估篩選。落實技術資產價值創造制度,評估研發成果運用最適宜方式。精進專利授權運用,創造研發成果最大價值。

National defense technology is the theme of economic development. The development of national defense technology can promote industrial upgrading and improve economic strength. Private enterprises and the defense industry can support and transform each other as needed. The national institute of science and technology plays the dual role of defense industry R&D and manufacturing. It has taken on the important mission of independent research and development of defense weapon systems, and has accumulated rich national defense technology research and development energy. However, based on the characteristics of tasks, the national defense scientific research institution focuses on the early stage of technology development and research of national defense weapon systems, and do not pay attention to the later industrial production process and product promotion. In addition, it is difficult to transfer the defense R&D results to the commercialization stage because of the regulatory restrictions and national security considerations. Also, the technical specifications of national defense technology applications are mostly of high-end technical levels and are highly complex. The derived technologies and patent rights may involve national defense confidentiality. It cannot be directly applied to people's livelihood and technology transfer according to the current laws and regulations. It is necessary to pass the generalized conversion process of technological achievements in order to successfully integrate with private industry applications. This study firstly divides the research problem into two stages of national defense technology attribute conversion and commercialization through analysis. Through interviews and questionnaires with senior experts from the modified Delphi method, it analyzes the important evaluation indicators that affect the transformation process of technical attributes from five aspects of technology, regulations, market, application and security. Then, the analytic hierarchy process is used to evaluate the importance of aspects and indicators of national defense scientific research institutions in promoting the transformation and commercialization of national defense scientific research technology attributes. Based on the research results, the evaluation model of national defense scientific research technology and commercialization is constructed, and the evaluation reference for national defense scientific research technology transformation and commercialization is provided. In order to improve the commercialization benefits of national defense scientific research and technology, this study proposes to appropriately revise the regulations on the ownership and application of national defense R&D achievements, so as to enhance the commercialization of national defense R&D technologies. Building a national defense technology research and development technology information integration platform to provide accurate and sufficient information for evaluation and screening. Implementing the technology asset value creation system, and evaluate the most appropriate way to use the research and development results. Improveing patent authorization and application to create the greatest value of R&D results.
