國防科技產業包含了高科技產業與傳統產業的綜合體,各國莫不將國防科技產業視為帶動一國產業發展的火車頭,由於過去我國民生產業與國防科技產業的關連性低,但是近年來政府逐步推動國防產業自主的政策下,積極鼓勵民間參與國防研發,期望能夠協助產業升級,發展高附加價值產業效益。中科院配合政策執行軍品釋商計畫,透過技術移轉與輔導,協助業界建立國防技術能量。 本研究欲探討影響軍品釋商計畫選項的評估屬性,嘗試建立國防科技釋出的決策評估模式。利用問卷調查與統計分析方式,瞭解不同類型決策者之間對於屬性的重要性看法。 本研究歸納以軍品釋商計畫為例評估釋出國防科技項目可區分技術面、市場面、政策面三個構面及十四個屬性,重要性由高至低排列依序為市場面、技術性與政策面。發現市場面以國防訂單獲得時程與風險的屬性重要性最高,在技術面的屬性中則以軍品技術成熟度重要性最高。並且由於不同類型決策者觀點的差異,將影響部分屬性的排序。本研究所建立之評估模式經過之前案例的驗證之後,研究發現此模式可作為評估國防技術釋出項目的參考,並且提升計畫執行成效。
National defense industry is a composite containing high technology and traditional technology. Countries in the world take National defense industry as the locomotive to push their industrial development forward. In the past years, the relation between commercial technology and military technology is weak but getting stronger in the recent years for the government’s effort— driving the policy of having independent national defense industry. This policy encourages civil industry to join the weapon system research, upgrade the commercial technology and develop high economic value added (EVA). For example, CSIST, a national defense research institute and important member in this policy, executes the Military Supplies Technology Released Project (MSTRP) to assist civil industry in developing military technology through technology transference and guidance. The research is to study the evaluative attributes of MSTRP items, try to build a Decision Module of National defense technology. Understanding how the decisions were made from kinds of makers by using questionnaire and statistical information. Taking MSTRP for example, its’ items can be evaluated to three viewpoints— technology, market and policy, and fourteen evaluative attributes. Conclusively, the ranks of viewpoints in importance from high to low are market, technology and policy. Besides, in the viewpoints of market, the highest important evaluative attributes is the acquisition schedule and risk of military’s order; in the viewpoints of technology, the highest one is the proficiency degree. Besides, different decision makers also influence some ranks of evaluative attributes. After testing the Decision Module, this research can be used in making the suitable decision of transferring MSTRP items and promote the efficiency of executing the MSTRP.
