近年來,由於許多中小企業外移對岸,造成國內經濟大幅衰退,為了挽救經濟,既然勞力密集、低成本、廉價工業已無法與對岸競爭,我國必須朝更高科技服務業發展。因鑑於歐美等先進國家產業技術的提升,常是藉由國防科技資源的釋出,帶動民間產業技術創新與發展,我國國防科技發展經年,技術根基非常穩固,若能善加利用,結合國家整體經濟發展目標,勢必有助推動民間產業技術快速提升,進而開發市場上具備競爭力的創新產業。 本研究係經由文獻探討、專家訪問與問卷調查方式,深入瞭解進行中的國防科技資源釋商計畫執行成效,進而展望未來計畫推行方向修正,期能做到能滿足國防建軍戰備需要外,同時也兼顧產業界技術能量的提升,進而誘導廠商技術轉型,開發自有品牌新科技產品,最終促使國防工業厚植民間,國家整體經濟再開發綜合效益。 本研究是採用三種不同層次的研究方法來評估國防科研技術釋商效益,從AHP分析方法發現業界、官方及中科院均一致同意須加強『釋商科專技術輔導』作業,並加速推動『國防科技根植民間』政策。 再進一步,經由Fuzzy Theory方法深入分析本案,發覺受訪代表均一致表達須強化『技術移轉專案服務』與『推動軍品委民產製』二項,此與前述之AHP分析方法所得結果相互呼應。最後更採用TOPSIS方法深入找尋最顯著的評估因子,結果顯示業界最重視的是『推動軍品委民產製』一項,而官方著重『技術移轉專案服務』,中科院則偏重『產官學研技術開發』,這三點與前述AHP構面『釋商科專技術輔導』與『國防科技根植民間』所得結果有殊途同歸之妙。 總體而言,本研究結果顯示經濟部推動之國防科技釋商政策非常正確,業界反應也很熱烈,應考量納入國家長期科技政策來規劃推動。為了提升業界市場競爭力,也為了提高國家整體經濟效益,政府確有必要持續推動國防科技釋商政策。
Recently, as many enterprises have left for mainland China to develop, it leads to national economics falling tremendously. In order to improve the current situation, since the cheap labor intensified industries cannot compete with that in the mainland China, it becomes clear that the way towards high technology development and service will be the immediate choice in the current future. It has been found that the current most advanced American and European countries their approaches to raise local industry technology depend mostly on technology transfer from the national defense technology resources. Hence, since our national defense technology has been developing for years and the foundation is strong too, if our government applies the technology strategy in the right way and connected with our national global economic development, it could enhance our local enterprises to speed up their technology into new technology area in the global developed marketing. In order to propose a future development direction, this research tends to investigate into the effectiveness of the national defense technology transfer through the existing published information, experts interviewing and questionnaire encountering. Therefore, besides satisfying our national defense department the basic developments and manufacturing requirements, it is also expected to promote our local industries by the national defense technology transfer to develop brand new products. Finally, hope the national defense technology to rooted in the civilian and hopefully the global economic effectiveness be increased. The research work has applied three different methods to investigate into the national defense technology transfer effectiveness. By using AHP method, it had been found that all the questionnaires encountered representatives had agreed that “The Technology Transfer and Service” should be enforced and the policy that “The National Defense Technology should be Rooted in the Civilian” should be encouraged. By applying Fuzzy Theory, it had been found that most interviewers expressed that “The Technology Transfer Service” and “The National Defense Armaments Produced by Civilian” should be strengthened. These two assertions suggest the same results as it was mentioned in the AHP analysis. Finally, by introducing TOPSIS method in order to find out the most outstanding factors, it showed that the most civilian especially emphasized “The National Defense Armaments Produced by Civilian”, the governmental representatives expected more “Technology Transfer Services” and Chung Shan Institute of Science and Technology preferred “More Research Cooperation Among Research Institute, Local Industries and University”. These three assertions also lead to the same idea as it was shown in AHP analysis. With great civilian response, the research work concludes that to promote national defense technology transfer policy is the right approach. It hopes that the government should include it into the long term national policy planning. For the sake of increasing the marketing productivity and also for the national global economical effectiveness, the government has the great responsibility to continue the national defense technology transfer policy.
