軍民通用科技計畫技術移轉機制之探討

摘要
摘 要 本研究的目的主要在探討，國防科研單位軍民通用計畫其科專案的內涵及技術移轉的機制，進一步分析瞭解，影響軍民通用計畫技術移轉的關鍵成功因素。 國防科研單位的技術屬高科技技術，其技術層次高且具有複雜性，會涉及到機密屬性的可能性，所以在執行技術移轉時會有若干限制，相對的困難度也較高，會與民間的技術移轉有所不同，因此須透過軍民通用計畫的機制來執行。 本研究經由文獻資料整理出技術移轉的相關定義，並分析出影響技術移轉的關鍵成功因素。另經由國防科研單位己完成技轉案的個案訪談，整理出軍民通用計畫技術移轉的特性，及影響其執行的關鍵成功因素。 軍民通用計畫技術移轉的特性： 1、技術移轉以授權方式進行，優點為可快速將技術切入市場，並開發新產品，縮短研發時程及提高競爭優勢。 2、不以營利為目的，對於相關技術服務只收取權利金，可提升廠商參加意願，而其任務為扶植民間產業技術、促進經濟發展，進而提升國家競爭力。 影響軍民通用計畫技術移轉的關鍵成功因素： 1、規劃技轉時應先對技術的成熟度、技術人力的支援、實驗設備的資源及財務等的事先的評估等。 2、雙方進行技術移轉時要有良好的執行及管理溝通管道，並能早期規劃執行活動。 3、執行技術移轉時應有完善的行政配套措施，要有專責的負責單位，及提升高層管理長官的重視。 4、智財權的保護、技術的授權及簽約程序要有妥善規劃，另要注意技術移轉的保密性。

ABSTRACT The main objective of this research is to study the technology transfer mechanism of the Dual Use technology program, the concepts of「technology development program」,and 「the key of success factors」。 Since the research and development of technology in National Defense Scientific research institutions are high-tech and confidential property, the implementation and technology transference to general industry are different, and complex。Hence, the transference between military and civilian can be achieved through「military and civilian program」。 This study is to explain the definition and concept of the technology transference based on the literature review, and to analyze the factors which affect the success of technology transference. Moreover, in order to organize the critical factors of transference, this study the cases which achieved the successful transference。 Transfer characteristics of Dual Use technology program: 1. Institute of technology transfer and more to empower the way, the advantage of technology that can be quickly cut into the market and develop new products, increase competitive advantage。 2. Institute of technology transfer is not for commercial purposes, and only pay royalties related to foster private industry, to promote economic development, enhance national competitiveness based。 Technology Transfer Key Success Factors of Dual Use technology program: 1、when the advance planning for technology transfer such as: the assessment of the maturity of the technology itself. Skilled manpower support for evaluation, both financial assessment。 2、parties in implementing the technology transfer process, should have good communication channels, and can early in the implementation of conditions, the effectiveness of such implementation will be the better。 3、during the technology transfer case, there should be a complete package of measures, including dedicated units for administrative support, human resources, equipment maintenance, and other high-level attention。 4、protection of intellectual property and technology licensing contract mechanisms such as process management should be properly handled, technology transfer projects should pay attention to confidentiality provisions。 Key words：Dual Use Technology Program、 Technology Transfer、 KSF、Technology Development Program
