隨著組織整體外在的環境變化愈形惡劣,組織除了要面臨更嚴峻的挑戰外,同時也要面對競爭者的威脅、產品生命週期的縮短、技術急速的變遷等,因此,如何開發和引進新的技術遂成為組織永續經營的重要課題。 組織如何取得所需要的技術呢?一般可區分為內部來源和外部來源兩大類,內部來源通常為組織自行研發,而外部來源則是指組織自外部向內引進技術,包括購買機具、研發聯盟、合資等。但組織欲提升本身的技術能力且想對技術擁有較大自主權時,就會用自行研發的方式來取得所需要的技術,易言之,組織擁有高度的研發投入與技術能力時,就會傾向以內部的方式取得所需要的技術。 中山科學研究院內部研發部門的某個創意與研發,藉由技術移轉給生產製造部門以達到量產的目的,進而交給顧客使用而達成任務。部門之間的技術移轉可以視為是研發創意的發展和技術知識的傳遞,因此,需要研發部門和生產部門持續且密集的配合與接觸,也就是研發部門的某個創新與發展技術移轉給生產製造部門,而技術移轉的績效是否受技術知識特性、技術能力、技術移轉過程及技術接受者涉入的影響?除以上四個構面外,是否還有其他的影響因素? 為了瞭解上述推理是否符合真實情況,所以本研究以個案研究的方式,對中山科學研究院三個專案計畫進行實務訪談、觀察,用以驗證理論推論的正確及評估技術移轉之成功因素;再修正先前邏輯推演之可能疑誤。 研究發現,除技術能力外技術知識特性、技術接受者涉入及技術移轉過程等因素,對技術移轉績效造成影響。另外研究發現研發與生產部門間的界面管理即人員管理與構型文件,對技術移轉績效也造成影響。因此中山科學研究院應注意其在技術移轉期間所帶來的影響。
The organizations were confronted by the environmental inferior variations. Beside serious challenge, they have to face the competitor’s threat, the product short lifecycle, and technology speedy update. How to develop and import new technology were the important topics for the continuous operation of the organizations. How did the organizations get the technology? The technical origin included the internal resource and external resource. The internal resource came from the research by themselves. The external resource came from that they imported the technology by means of the facility purchase, research alliance, joint venture. In order to promote their technology and possess highly decision-making power, the organization developed the technology which they need by themselves. Some creation ideas of the internal Engineering development section were transferred to Manufacturing department for the massive production by means of technical transference. These process could be completed to achieve the requirement of customer. The internal technical transference was considered the development of the creation ideas and the delivery of the technical knowledge. The cooperation of Engineering development section and Manufacturing department must be more close. That mean some creation ideas of internal Engineering evelopment section were transferred to Manufacturing department by means of technical transference. Was the efficiency of the technical transference influenced by knowledge characteristic, technical ability, technical transference process, and technical acceptor’s devotion? Have that other factors of influence? In order to confirm that the inference mach the reality, the three projects were practically concerned by further discussion and observation for the C.S.I.S.T. The purpose could certify the correctness of theory and factors of success. Then that estimated the mistakes of previous logical inference. The research found that the efficiency of technical transference was influenced by knowledge characteristic, technical transference process, and technical acceptor’s devotion, not by technical ability. The interface management between Engineering development ection and Manufacturingdepartment were staffs anagement and configuration documents that have the influence to the efficiency of the technical transference on the side. There, the C.S.I.S.T. should pay more attention to the influence during the technical transference.
