新工廠快速導入品質管理系統之研究

台灣電線電纜產業以內需為主，近年來台商陸續從大陸回台建廠，由於電線電纜大都使用在公共設備系統、建築大樓、工廠建廠，受國家產品安規認證保護下需通過商品驗證登錄強制性法規客戶要求取得正字標記認證自願性認證才能出貨，為因應人口老化現象建置低污染工廠及高效益生產工廠為當務之急，建置新工廠前要先瞭解產品銷售地區，才能決定要取得符合當地規定產品認證項目，但大都數產品認證都有需要先行取得 ISO 9001管理系統認證，完整品質系統及產品認證執行下來需要耗時相當冗長時間，以品質系統與產品認證作業流程為例預估需要 472天。故本研究將探討新工廠快速導入品質管理系統之研究後，透過先行規劃推動步驟及將整文件架構進行分析及規劃，且確實遵照執行 ISO 9001:2015條文規範要求建立品質系統取得認證運用 ECRS手法將管理系統及產品作業流程進行整合，以達到縮短作業時間的目的。

Taiwan's cable industry is mainly based on domestic demand. In recent years, Taiwanese businessmen have successively returned from the mainland and built new factories. Since most of the cables are used in public facility systems, buildings, and factories, the cable must comply with national product safety certification.As a mandatory requirement, the cable needs to have certification of the registration of product certification, and the customer requires voluntary certification of the CNS mark before shipment. In view of the aging population, it is imperative to build low polluting factories and high efficiency production factories. Before building a new factory, you must have a picture about product sale area in mind, then you can decide to obtain product certification that meets the requirement. To complete the quality management system verification and product certification takes a long time.Taking the quality system and product certification process as an example,it will take approximately 472 days. Therefore, this research is about introduction quality management system to a new factory speedily. through planning the whole process in advance and the analysis of the entire document structure, and the system establishment in accordance with the requirements of ISO 9001:2015, Reduce working time by integrating management systems and product workflows using ECRS methods.
