一例一休政策規劃與立法過程之研究

政策方案的規劃在政策制訂過程中，有助於決策者抉擇一項較令人滿意的行動方向，其也是採取行動的先決條件。當一個機關組織進行規劃時，其先決定了組織的目標或方向，再尋求達成該目標或方向的途徑。在現今瞬息萬變的時代與環境，政策規劃必須富有彈性，與機關人員管理、資源分析預算相互配合。本研究旨在探討2016、2017兩次一例一休修法過程，透過政策規劃等相關理論，與利害關係人之訪談，去剖析在兩次一例一休修法過程中，相關政策規劃之優劣，並提供相關政策建議，俾提供一例一休政策後續建議與未來政府政策規劃之參考，本研究主要獲得三結論:1.一例一休政策規劃，行政機關主導性強，造成爭議不斷!2.一例一休政策規劃過程混亂，無法有效掌握具體方案!3.大幅度限制利害關係人參與，雖能掌控變數，卻也造成最後方案形成無法凝聚共識!筆者並透過此三結論，對未來一例一休政策與政府機關提出相關建議。

The planning of policy options helps policymakers to choose a more satisfactory course of action in the policy development process, which is also a prerequisite for action. When an organization organizes a plan, it first determines the organization's goals or directions, and then seeks ways to achieve that goal or direction. In today's rapidly changing era and environment, policy planning must be flexible, and cooperate with agency management and resource analysis budget. The purpose of this study is to explore new labor laws of One Mandatory Day Off and One Flexible Rest Day in 2016 and 2017. Through the relevant theories of policy planning and interviews with stakeholders, we will analyze the advantages and disadvantages of relevant policy planning in the process of two cases, and provide relevant policies. It is suggested that provide a reference to the follow-up recommendations of the policy and the future government policy planning. This study has three main conclusions: 1. The case of a policy plan, the executive agency is strong, causing controversy! 2. The case of a policy plan is chaotic, the policy makers can't effectively grasp the specific plan! 3. Greatly restrict the participation of interested parties. Although the policy makers can control the variables, it also causes the final plan to form a consensus. The author also uses these three conclusions to make recommendations on the future policy and government agencies.
