為了因應這個科技快速變遷的時代及面對全球化的競爭下,並且為解決政府機關因防弊而採取的嚴格且冗長的作業採購程序導而致效率不彰的問題,也避免在這動態國際環境中遭淘汰,是故,台灣許多公營機構與組織紛紛尋求轉型與變革,以期能提升自身的競爭優勢。本研究探討之重點,即是探討分析組織轉型與變革是否能有效提升其研發創新能力,並以我國近年轉型的研發機構為研究對象。 本研究透過文獻收集,選擇適合衡量研發機構創新能力之因素,採取資料包絡分析法對研發機構轉型前後的研發創新能力進行評估,探討轉型對研發機構組織而言是否有幫助,進而做為日後相關策略決策之參考依據。 本研究發現,研發型機構在轉型後初期,其創新績效並不一定會朝著所期望的目標有所增長,雖然在採購、人員進用、獎勵與薪資上有所鬆綁,但其創新績效並沒有隨著投入的資源增加而有明顯增長,顯示轉型對於研發型的機構而言,並不一定對其於創新績效的表現上有所幫助,因此建議研發型機構未來在組織轉型的抉擇尚須多方考量與審慎評估。
In order to deal with the rapid changes in science and technology and to face theglobal competition, as well as to solve the inefficiency of government agency which is taking strict and lengthy procurement process to avoiding fraud ,and also to avoid been eliminated from this dynamic international environment, a lot of Taiwan public sectors have to seek transformation and change, with a view to enhance their competitive advantage. This thesisis to study whether organizational transformation is able to effectively improve its R&D innovation ability, and this study focus on the research and development institutionwhich has been transformed in recent years in Taiwan. After literature review, the factors that can be used to measure the innovation ability of R&D institutions are selected. The Data Envelopment Analysis is used to evaluate the R&D and innovation ability of the R&D institutions before and after the transformation. in order to tell whether the transformation is helpful to the R&D organization, and it can be the reference of strategic and decision-making in the future. According to this research, in the early transformation, the innovative performance of the R&D institutions does not necessarily grow towards the desired goal. Thoughthe processes are less strict in the items of procurement, personnel use, reward and salary ,innovative performance did not increase significantly as resources were invested which means the transformation is not absolutely enhance the R&D and innovation ability for the R&D organization. Therefore, it is recommended that R&D institutions would carefully assessment the choice of organizational transformation in the future.
