導入數位學習在陸軍軍事訓練關鍵因素之探討

摘要


因為網際網路的興起,改變了人與人之間的溝通方式,也改變了人們生活、行為及思維模式,網路使用人口亦與日俱增。而現代人們使用網路行為,除了聽音樂、看影片、社群軟體的使用、電子商務、線上遊戲及金融科技的使用外,數位學習運用也已普及於民間、企業或學校等,有鑑各級學校、政府機關與民間企業均已將數位學習納入教育訓練中且具成效,陸軍是否能導入數位學習模式,運用數位學習不再受限於時間、地點及環境等因素影響之特性,提升軍事訓練之深度及廣度。故「陸軍是否能如各級學校、政府機關與民間企業運用數位學習之模式,進行人員軍事專業專長訓練」之議題,值得深入探討與研究。本研究採用個案訪談法,以現有文獻資料與陸軍執行數位學習現況並確認問題,綜整出陸軍導入數位學習應考量的目的與因素,建立個案訪談問題,並選定陸軍導入數位學習的過程中,參與各項發展決策與監督、基礎設施建置維護與管理、教學人材調任與培育、教學計畫與考核、實際教學執行、課程與教材規劃及製作與督管執行檢討等人員,納入個案訪談對象,藉由各種因素與個案說法,分析出導入數位學習後的關鍵因素。 本研究針對6個構面19項重要因素實施分析,獲得8項關鍵因素,其中可以大部份的關鍵因素都出現在「發展架構與策略」的構面中,因此導入數位學習在「發展架構與策略」最重要的構面。而「資訊科技及基礎設施」與「學習者特性」等2項構面均是獲得計畫決策者與執行教學者認同的關鍵因素,是推展初期的關鍵因素。研究顯示上述都是導入數位學習在陸軍軍事訓練中的關鍵因素,不論任何一項,都將影響陸軍未來導入數位學習是否能夠順利推展。

Because of the rise of the Internet, it has changed the way people communicate with each other, as well as people’s lives, behaviors, and thinking patterns. The population of Internet users has also increased day by day. In addition to listening to music, watching videos, the use of social media, e-commerce, online games, and the use of financial technology in modern people’s use of the Internet, the application of digital learning has also been popularized in the private, enterprises, or schools. Schools, government agencies, and private enterprises have incorporated digital learning into effective education training. Whether the Army introduce a digital learning model or the use of digital learning is no longer limited by time, place, environment and other factors but enhance the military the depth and breadth of training. Therefore, the issue of "Whether the Army can use the digital learning model which is used in schools, government agencies and private enterprises at all levels on the military professional expertise training" is worthy of in-depth discussion and research. This study adopts a case interview method, using existing literature and the implementation and problems of digital learning in Army. The researcher summarizes the purposes and factors that the Army should consider when introducing digital learning. While establishing individual interview questions and selecting the introduction digital learning in Army, participating in various development decision-making and supervision, infrastructure construction maintenance and management, teaching talent transfer and cultivation, teaching plan and assessment, actual teaching execution, curriculum and teaching materials planning and production and supervision and execution review, the research analyzes the key factors after the introduction of digital learning through various factors and case statements. This research analyzes 19 important factors in 6 dimensions and obtains 8 key factors. Most of the key factors can be found in the “development framework and strategy” dimension. Therefore, digital learning is introduced in the “development framework and strategy" is the most important aspect. The two dimensions of "information technology and infrastructure" and "learner’s characteristics" are key factors to plan decision makers and executive instructors in the initial stage of implementation. Studies shows that the above are all key factors in the introduction of digital learning in Army training. Any of the factors will affect the promotion of digital learning of the army in the future.
