台灣的PC產業從1990年代後期奪下世界產量的第三位以來,十餘年間在全球PC產業一直有著非常重要的地位。然而眾所周知全球PC產業近年來早已邁入高度成熟期,因此PC產業非常地需要製程或策略等等體質上的革新(Hon et al., 2000)。 本研究之目的為:以由台灣PC產業核心資源與企業經營管理能力所構成的持續競爭優勢結合五力分析因子概念,利用修正式德爾菲法結合ANP法建構台灣PC產業決策層級模型。結合價值鏈活化核心能力理論,找出眼下台灣PC產業的最佳核心能力活化策略。首先定義研究主題與對象,接著整理相關之文獻,並依此建構出第一回合之結構性問卷。接著以修正式德爾菲法進行層級架構之建立,然後以ANP法做回收之數據分析,並且建立出權重模式,依此找出台灣PC產業目前最適當的核心能力活化策略,最後經過歸納,提出本文之結論與建議。 研究發現,依據專家意見,眼下台灣PC產業最佳的核心能力活化策略是為垂直分工。另外,經過ANP模式的評估,研發管理、現有競爭者威脅、專利權、替代品威脅及顧客議價能力等五項準則,根據專家意見分析之後發現其在目前來說是影響廠商決策較重大的決策因子。最後,根據專家意見架構之ANP決策模型,本研究所期望的用途是當廠商面臨決策但無法有效評估時,可利用此架構由決策群進行意見的整合。因此,架構當中的決策因子若已不合時宜,可經由決策群決議替換以利決策進行。
The Taiwan PC industry plays an important role in the whole world since 1990s. As the global PC industry becomes highly mature recently, the industry needs some revolutions of producing or strategy. In this research, we are trying to set up a decision model by combining the Core Resources of Taiwan PC Industry (CRTPI), Ability of Management (AM) and Five Forces Analysis Factors (FFAF) with Modified Delphi Method and Analytic Network Process (ANP). And then use it to find out the best Strategy of Activating the Core Competencies (SACC) of Taiwan PC industry. First, we define the topic and industry of this research, and then review some literatures to construct the first round questionnaire. The third step is to construct the ANP decision model by Modified Delphi Method, and then we base on the structure to form and analyze the weightings of criteria to find the best Strategy of Activating the Core Competencies now. Finally, we propose the conclusion and suggestions. As the opinions of the experts, we found out that the best Strategy of Activating the Core Competencies now is Vertical Specialization. And the five most important decision factors are: research and development management (R.D.M.), the threat of existing competitors (E.C.), intellectual property (I.P.), the threat of substitute products (S.P.) and the bargaining power of customers (Po. C.). The ANP decision model here we construct is for the firms in the Taiwan PC industry to make their decision become more effective. So, if the decision makers think that the factors are not available anymore, they can change the factors to fix this decision tool.
