以永續發展理念探校園環境之研究-以國立清華大學為例

摘要


永續校園概念的形成與發展是源自於21世紀環境永續發展的重要性,永續性思惟需要實踐才能讓環境保護與發展產生「互利共生」的局面。理念屬於含義較廣的上位概念,永續發展理念是人們對過度追求發展的社會,開始反思文明所帶來的問題。大學對社會具有影響力與標竿性的典範,大學校園環境也必須在社會變革中導入正確的環境價值觀。換句話說,我們應謹慎思考,在繁多人口與有限的資源下,大學校園的環境資源應如何獲得有效率的充分運用,是值得省思的課題。 本研究之主要目的希望顧全校園基礎的生態基盤,以營造一個能源能有效運用、逐步降低對非自然能源的依賴與對環境有害物質量減少的校園環境。 本研究之內容分為兩部份,第一部份為理論論述與歷史向度的討論及回顧。由於我國永續校園於1987年以環境教育為推動開端,現今仍處於起步階段,因此希望透過西方與我國台灣大學教育發展概況、大學理念、校園空間形式與永續校園相關執行的論述進行回顧,除能了解大學的起源、校園空間發展著重部分與校園空間發展形式,亦能進一步針對現階段校園環境問題及未來實踐取向做出建議。第二部份是基於對於環境永續發展的重要性以清華大學為對象,透過校園環境調查與分析的方式,整理歸納出清華大學的校園環境資源潛力與發展問題。 本研究之結論分為兩部分,第一部份針對未來大學校園規劃的趨勢之建議,其內容分別為校園規劃意義的延伸、實質環境的重要性、空間感受的營造、人文活動與經濟活動相互交流與環境議題的重視。第二部份是以前述大學、永續校園發展的理論與清華大學校園環境調查分析結果為基礎、國內外大學永續校園案例作法為參考,研擬出清華大學「永續發展之綠色生態、健康樂活、與社區共享之校園」的大學理想與發展模式,為永續校園發展願景、定位、營造策略,並依此為依據提出具體校園綠環境、水環境、生物棲地近、中、長程發展計畫。

The Forming and development of sustainable campus was from the idea of sustainable environment in the 21st century. The sustainability needs to put the thinking into practice and makes the benefits between environmental protection and development. The idea is the wider concept of meaning, it is the beginning of thinking the problem accompanied by excessively seeking for civilization. The university influences the society deeply and is a sample of the society. The university campus has to guide the society into correct concept. In other words, we should be cautious about how to get efficient use of limited resource of the campus. The subject of this research is hope to maintain the ecological foundation of the campus and create a campus of efficient use of limited resource and decrease the dependence of unnatural resource and reduce the quantity of poisonous substance. The main purpose of this research hopes to show consideration for the ecological base plate on foundation of the campus, in order to build one energy can use, reduce to non- natural reliance and harmful to environment thing campus environment that quality reduce of energy progressively effectively. The content of this research is divided into two components, the first part is that theories described with retrospect from history. The idea of sustainable campus and practice begins with the environmental education in 1987, now is still at the starting stage. The research hopes to overview the development, idea, form and the execution of sustainable campus between Taiwan and the west countries, and understand the origin of university, development of the university and the form of campus space. Further promotes the orientation in the future to the environmental problem in the campus of the present stage. The second part is based on the environmental sustainable development of Tsing-Hua University. The research uses the way of investigating and analyzing through the environment of the campus to sum up the campus environmental resources potentiality of Tsing-Hua University and development problem. The conclusion of this research is divided into two parts, the first component is directed against the suggestion of the trend of campus planning in future, its content is the extension of plans of campus, the importance of real environment, the construction of sense of space and the attention with the human and economic activity. The second one contains the theory described above and bring up the model of development of green ecology of sustainable development, health and sharing with community. It sets up the distant prospects, orientation and operation for sustainable development of campus and brings up concrete short, medium and long term plans for green environment, water environment and life perch.
